במענה למכתבם מיום הרביעי בו שואלים דעתי האם פלוני ראוי להיות רב מורה הוראה בישראל.
והנה מובן שאי אפשר להעיד על מי שהוא מבלי הכיר אותו הכרה ככל הדרוש, ובפרט כשהמדובר ברב מורה הוראה בקהלה קדישא, אשר אם עשרה מישראל עדה קדושה הם עאכו"כ כמה עשיריות כן ירבו.
ובמענה לשאלתם אודות דינם של אלו האומרים שיש ענינים בתורתנו הק' שאינם מעם ה' ח"ו או המבטלים מצוה אחת מתורתנו תורת חיים,
לפלא השאלה בכגון זה, והרי הדין מבואר ומפורש ביד החזקה לרבנו הרמב"ם הלכות תשובה פרק ג' הלכה ח', וז"ל: האומר שאין התורה מעם ה' אפילו פסוק אחד אפילו תיבה אחת וכו' וכן הכופר בפירושה והיא תורה שבע"פ וכו' והאומר שהבורא החליף מצוה זו למצוה אחרת, וכבר בטלה תורה זו וכו' (עיי"ש ומיוסד בגמרא מפורשת) והרי הרמב"ם בספרו ופוסקי ישראל בכלל הם בחינת וגדר דבר משנה כמבואר בפוסקים ויעוין בהלכות תלמוד תורה לרבנו הזקן בעל התניא והשו"ע, ריש פרק שני.
ובעמדנו בימי בין המצרים, יהי רצון מהשי"ת נותן התורה ומצוה המצוה, שיגדור פרצות עמו ישראל הן ברוחניות והן בגשמיות תתחזק הדת לימוד התורה וקיום המצות בפועל ובהידור בכל מושבות בני ישראל.
ובמהרה בימינו נזכה לקיום היעוד, אשר יעמוד מלך מבית דוד הוגה בתורה ועוסק במצות וכו' ויכוף כל ישראל לילך בה ולחזק בדקה וילחם מלחמת ה', הוא הוא משיח צדקנו ויבנה המקדש ויקבץ נדחי ישראל וכפסק דין הרמב"ם (הלכות מלכים סוף פרק יא).

In response to your letter from Wednesday in which you ask my opinion whether a certain individual is fit to be a rabbi and halachic authority in Israel. It is understood that it is impossible to testify about someone without knowing them as thoroughly as required, especially when it concerns a rabbi and halachic authority in a holy community; if ten Jews constitute a holy congregation, how much more so when there are many tens, may they multiply.
In response to your question regarding the status of those who say there are matters in our holy Torah that are not from G‑d (Heaven forbid), or who nullify even one mitzvah from our Torah of life: it is astonishing that such a question would be asked. The law is clearly explained in the Yad HaChazakah by our teacher the Rambam, Hilchot Teshuvah chapter 3, halachah 8: "One who says that the Torah is not from G‑d—even one verse or even one word, etc.—and likewise one who denies its interpretation, which is the Oral Torah, etc., and one who says that the Creator has replaced this mitzvah with another mitzvah and this Torah has already been nullified, etc." (see there; this is based on an explicit Gemara). The Rambam in his book and the poskim of Israel in general are considered as having the status of "davar mishnah," as explained in the poskim; see also Hilchot Talmud Torah by our master the Alter Rebbe, author of Tanya and Shulchan Aruch, at the beginning of chapter two.
As we stand during the days of Bein HaMetzarim (the Three Weeks), may it be G‑d's will—He Who gives the Torah and commands its commandments—that He repair the breaches among His people Israel both spiritually and materially; may religion be strengthened, Torah study and mitzvah observance be increased with beauty and care in all Jewish communities.
Soon in our days may we merit the fulfillment of the prophecy: that a king from the House of David will arise—immersed in Torah and engaged in mitzvot—and he will compel all Israel to walk in its ways and strengthen its breaches; he will fight the wars of G‑d—he is Moshiach Tzidkeinu—and he will build the Temple and gather in the dispersed of Israel, as ruled by Rambam (Hilchot Melachim end of chapter 11).

Summary
The Rebbe teaches that one cannot judge another's fitness for rabbinic leadership without thorough knowledge. He also firmly states that denying any part of Torah or its commandments places one outside accepted Jewish belief according to clear halachic sources.
