ויהי רצון אשר בעמדנו בין המצרים, וביחד עם זה בסמיכות לחדש מנחם אב, אשר אבינו שבשמים ינחם את כל עמו ישראל, דוקא בעצמו, כאמור, אנכי אנכי הוא מנחמכם, ובנחמה בכפלים לתושי', בגשמיות וברוחניות גם יחד, ועד לטוב הנראה ונגלה לעיני בשר, למטה מעשרה טפחים.
והרי ההכנה והקדמה לזה, הוא הפצת המעינות חוצה, וכאגרת הקדש הידועה למורנו הבעש"ט ז"ל.

I acknowledge receipt of your letter, and may it be G‑d's will that as we stand during Bein HaMetzarim (the Three Weeks), and at the same time in proximity to the month of Menachem Av—when our Father in Heaven will comfort all His people Israel, specifically Himself, as it is said: "Anochi Anochi Hu Menachemchem" ("I, I am He who comforts you"), with a double measure of comfort for those who are weary, both physically and spiritually together, until the good is visible and revealed to fleshly eyes, below ten handbreadths.
The preparation and introduction to this is spreading the wellsprings outward, as in the well-known holy letter to our teacher the Baal Shem Tov z"l.

Summary
The Rebbe teaches that true comfort during times of difficulty comes directly from G‑d and is achieved through spreading Chassidus. This brings both physical and spiritual blessings and prepares us for revealed good.
