B"H, Eve of Shavuos, 5722.
Brooklyn, NY.
To Mr. Menachem Begin.
Shalom u'Vrachah!
In connection with Shavuos, the time of the giving of our Torah, which is coming upon us and all Israel for good and for blessing, I hereby wish you and all yours a happy holiday. In the traditional wording we received from my revered father-in-law, the Rebbe—may his merit protect us—may you receive the Torah with joy and inwardness.
On this occasion I acknowledge receipt of your timely letter from the 12th of Iyar. It is surprising that you attribute negative feelings and the wave of hatred—referred to euphemistically as Kulturkampf—from the left to a particular phenomenon. When one contemplates human nature in general and these circles in particular, it is clear that in this matter it is not intellect that shapes desire (in our case—the desire for such hatred), but rather the opposite: desire causes the intellect to devise justifications for that desire.
Similarly, as we see among non-Jews: their true reason for hating one nation is that its religion differs from all others; yet they attribute it to various other causes—in places where Jews are wealthy, they blame their wealth; where Jews are poor, their poverty; and so on.
Therefore it is most astonishing that apparently no one addresses the real cause—that is, the aforementioned hatred—and instead people seek solutions only for its effects by offering superficial reasons to justify it.
Perhaps some sharp expressions slipped into what was said above; but given the seriousness of the matter and situation—such as I have not seen since leaving the Soviet Union—even sharp words are not at all out of proportion.
It is also clear and simple that I did not mean G‑d forbid to speak negatively about any Jew. The instruction from my revered father-in-law is well known: between Jew and Jew—no matter what—one must never say "to distinguish" (lehavdil); rather, as people say: when something hurts, one cries out.
I strongly hope that you will use your full influence—as always with energy and dedication—to stem these aforementioned waves.
With respect and holiday blessings, and with thanks for your faithful blessings.
Summary
The Rebbe teaches that true unity among Jews must be preserved even in times of discord or external hatred. He urges using one's influence energetically to counteract negativity while maintaining respect for every Jew. Receiving Torah with joy leads to deeper inner strength.
