לאחרי הפסק הכי ארוך נתקבל מכתבו מכ"ג כסלו וגם בו אין כותב מאומה בנוגע לענינים הכללים דחב"ד ולכל לראש הרשת וגם אין מאשר קבלת המכתבים, אף שחזקה ששליח - בי דואר - עושה שליחותו.
בו כותב אודות ענין בניית המקוה בפתח תקוה בנוגע לתכנית שתהי' מקוה ע"ג מקוה, והתועליות שבדבר.
וכיון שהרה"ג וכו' הר"י שי' לנדא מבני ברק דיבר בזה (וכנראה איזו פעמים) עם כ"ק אדמו"ר (מוהרש"ב) נ"ע, מהנכון שיתקשר עמו ויברר אצלו הפרטים בזה, כי לי אין ידוע בזה לבד הרשימה שניתנה לפרסום (בספר טהרת המים להר"ן שי' טעלושקין).
אף שאין הזמן גרמא לעיין בזה ולכתוב באריכות הדרושה, לכאורה פשוט שהתועלת הכי גדולה באופן בני' האמורה, היא, שאז הטבילה בהאוצר עצמו, אלא שהרצפה מחלקתו לשני חלקים ובטלה הרצפה מענינה ע"י החורים שבה, והתועליות בטבילה באוצר עצמו כו"כ.
לכתבו שיש מי שאומר שקשה לנגב, - אין זה מובן כלל שהרי אדרבה הנגוב קל יותר, כיון שהמים לא רק שנשאבים ע"י פומפ מלמעלה אלא שהשיריים יורדים לאוצר שמתחת לרצפה.
באם לדעתו נכון שאכתוב בהנ"ל להוו"ח אי"א נו"נ עוסק בצ"צ מו"ה ישראל שי' איידלמן, בטח יודיעני ואכתוב אליו כיון שעומדים אנו בקישור מכתבים.
בכלל נכון מכו"כ טעמים שתהי' המקוה בקרקע ולא בקומה שני', ולכאורה גם מצד האדריכל צ"ל הרצון לזה, וגם הוצאות הבני' תהיינה קטנות יותר.
ובנוגע לנשים, הרי יש למעט טרחתם בנוגע לזה ככל האפשרי ואפילו טרחה לעלות במדריגות ועוד כמה טעמים, מהם אפילו בעלהבת'ישע שטוב יותר שמקוה דנשים תהי' באופן שלא תצטרכנה להרבות בהילוך בבנין.

After the longest interruption, your letter from the 23rd of Kislev was received, but even in it you do not write anything regarding general Chabad matters and especially about the network, nor do you confirm receipt of my letters, even though it is assumed that an agent—via the post office—fulfills his mission.
You write about the matter of building the mikveh in Petach Tikvah regarding the plan to have a mikveh above another mikveh and its advantages. Since Haraha"g etc. Rabbi Yisrael Landa from Bnei Brak spoke about this (apparently several times) with the Rebbe Rashab of blessed memory, it would be appropriate for you to contact him and clarify details with him, as I am only aware of what was published (in Sefer Taharas HaMayim by Rabbi Nachum Telushkin).
Although time does not allow me to look into this and write at length as needed, it seems clear that the greatest benefit of such construction is that immersion would be in the reservoir itself; only that a floor divides it into two parts, but this floor loses its status due to holes in it. There are many advantages to immersion in the reservoir itself.
Regarding your note that someone claims it is difficult to dry off—this is not understood at all; on the contrary, drying is easier since not only is water pumped out from above but also residue flows down into the reservoir beneath the floor.

In general, for several reasons it is preferable that the mikveh be built on ground level rather than on an upper floor; apparently even from an architectural perspective there should be a preference for this, and construction costs will also be lower.
Regarding women: efforts should be made to minimize their exertion as much as possible—even climbing stairs—and there are additional reasons for this, including practical ones: it is better if women's mikvaot are arranged so they do not need to walk extensively within the building.
