Vaad Kfar Chabad, may Hashem be upon them for life.

Shalom u'Vrachah!

I acknowledge receipt of your letter from the 25th of MarCheshvan and the 28th of MarCheshvan. Surely in the meantime you have received my response to your previous letters. Certainly it is unnecessary to remind you again about the need to continue all negotiations regarding what you write with the greatest vigor.

It is surprising that you do not mention in your letter who are the candidates for apartments in the housing project that is about to be built, since this also determines the nature of the conditions and more.

Regarding your question if the committee also needs to add a certain minimum percentage—clearly this is necessary. Since over time changes can occur, including those that might increase committee expenses, and it will not always be possible for the committee to increase its demands from residents. It also seems customary in such cases to set aside a reserve for those who do not fulfill all conditions completely, as I have already written previously in similar matters.

It is surprising that you do not investigate what is done in such cases in other places in Eretz HaKodesh Tuvah (the Holy Land), since in many places they are building housing projects and there must certainly be a standard contract template as well as calculations regarding housing prices etc. Why should you be an exception unless there are special reasons for this?

Furthermore, it is possible that some of the conditions will cause complaints; however, if it is known from the outset that this is standard practice in Eretz HaKodesh Tuvah (the Holy Land), there is no reason for complaints at all.

I await good news regarding all of the above—and obviously also concerning Yud-Tes Kislev coming up soon—since time is short and the work is complicated and considerable.

Summary

The Rebbe advises careful planning by specifying apartment candidates and following established contract practices. He emphasizes setting aside funds for unexpected expenses and learning from other communities’ experiences to avoid unnecessary difficulties or complaints.
