מאשר הנני קבלת מכתבו מסדר והי' ברכה והקודמו, ובעת רצון אזכירו על הציון הק' של כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, ויהי רצון שיבשר טוב בעניני בריאות הגוף ובעניני בריאות הנשמה אשר הא בהא תליא, וזה שזכה להיות משך זמן מורה הוראה בישראל, ז.א. שחונן בכח השפעה על הזולת מובן שאי אפשר לו לצאת ידי חובתו כאיש פרטי עד שישפיע בכל סביבתו להפיץ שם עניני יהדות בכלל והמעינות ביחוד, אין לך דבר העומד בפני הרצון.

I hereby acknowledge receipt of your arranged letter and its predecessor, and at an auspicious time I will mention you at the holy resting place of my revered father-in-law, the Rebbe, of blessed memory. May it be G‑d's will that you share good news regarding matters of physical health and spiritual health, for one depends on the other. Since you have merited to serve for some time as a halachic authority in Israel—that is, you have been granted the power to influence others—it is understood that you cannot fulfill your obligation as a private individual until you impact your entire environment to spread matters of Judaism in general and especially the wellsprings (of Chassidus). Nothing stands in the way of true will.

Summary
The Rebbe teaches that a Rav's influence must extend beyond personal observance to actively spreading Judaism and Chassidus within his community. True desire enables one to overcome all obstacles in fulfilling this mission.
