Perhaps they requested the permit not just for themselves but for the whole family, which may have aroused suspicion with the consul. They should consult a lawyer in Paris on how to present the application so that the grandson and granddaughter can study at Tomchei Tmimim and Beis Rivkah. There may also be another solution: to take transit through France, etc.

Regarding what you wrote about the doctor's opinion advising the traveler to take baths—this is correct. May it be G‑d's will that it bring healing, fulfilling what is stated: "the Torah has given permission to the doctor to heal."
