Regarding your question about the Simchas Torah 5686 (1925) sichah concerning the decree on hats and the holy gaon chassid (as mentioned in Likkutei Torah Shir HaShirim 18:3) from Barditchev, that the years do not match—I've heard something similar, but about Rosh Hashanah from Paritch (apparently the one who recorded it erred). This also explains what is written in Harav David that he told his students: we have not heard that there was a yeshivah by Reb Levi Yitzchak of Barditchev.
