כן מצורף בזה העתק מכתבי למר שזר שי'. ועוד הפעם - אבקש את כת"ר שי' לדבר עם מר שזר שי' בעניני תזכיר שנשלח לו, והם: (א) כפר חב"ד השני, (ב) יסוד בית ספר למלאכת המסגריות - בתכנית בתי ספר למלאכה בכפר חב"ד, (ג) בנין בשביל הסמינריון לבנות בכפר חב"ד, (ד) בנין בעד ישיבת תורת אמת בירושלים, (ה) בנין בעד ישיבת אחי תמימים בראשון לציון, (ו) תמיכות חד פעמיות בעד בתי ספר הרשת. ויהי רצון שיהי' שליח טוב ויבשר טוב, בנוגע כל סעיף וסעיף שבתזכיר. לכאורה, ביותר השפעת הנ"ל ויכולתו - בסעיף א' ו'.
בהזדמנות זו אעורר שאתא לידי הענין דגזירה שבטל טעמה - הבטלה גם הגזירה, וכמובן פיניתי תו"מ להאנציקלופדיא תלמודית, אבל לתמהוני לא מצאתי שם כלום עד"ז, עכ"פ בערך גזרה.
ולמותר להוסיף, אשר הערותי בנוגע לאנציקלופדיא התלמודית בכתבי לכת"ר פשיטא שלא לקנתר ח"ו, כ"א בתקוה שיצרפן להערות שבודאי מקבל מכמה ומכמה מקומות, ומזמן לזמן יוציא לאור חוברת ועלון תשלומים של הערות לכרכים שהופיעו.
שהרי פשיטא שאין לחכות בהנ"ל להוצאה שני' של כל הכרכים.

Enclosed is a copy of my letter to Rabbi Nissan Sheyichyeh Telushkin. Also enclosed is a copy of my letter to Mr. Shazar Sheyichyeh.
Once again, I ask your honor Sheyichyeh to speak with Mr. Shazar Sheyichyeh regarding the memorandum sent to him, which includes: (a) the second Kfar Chabad, (b) establishing a school for metalwork as part of the vocational schools program in Kfar Chabad, (c) a building for the girls' seminary in Kfar Chabad, (d) a building for Yeshivat Torat Emet in Jerusalem, (e) a building for Yeshivat Achei Temimim in Rishon LeZion, (f) one-time support for the network's schools.
May it be G‑d's will that you be a good emissary and bring good news regarding each and every item in the memorandum. Apparently, your influence and ability are especially significant in items (a) and (f).
On this occasion I wish to raise that I encountered the matter of "a decree whose reason has ceased—the decree itself is also annulled." As is clear, I turned immediately to the Talmudic Encyclopedia but was surprised not to find anything about this—at least not under the entry "Decree."
It goes without saying that my comments regarding the Talmudic Encyclopedia in my letter to your honor were obviously not meant as criticism G‑d forbid, but rather in hope that you will add them to comments you surely receive from many places, and from time to time publish supplements or bulletins with notes for volumes already published. For it is obvious that one should not wait for a second edition of all volumes before addressing these matters.
