The Rebbe advises that finding someone for a mission requires persistent and direct communication with suitable candidates, not just a single or indirect conversation. He emphasizes the importance of involving others to influence both the candidates and those who might object, and clarifies his own role in such matters.

... פשוט שא"א למצוא מי שיסע לשם - כ"א ע"י דבור עם אלה שמתאימים לזה. ואין מספיק דבור פעם אחת. וכן לא מספיק דבור "פון יוצא וועגן", וכמו בכל עניני תומ"צ.

וכן - צריך אנשטעלן שעוד מי שהוא ידבר און צורעדן זיי, וכן ישפיעו על אלו שמונעים בזה.

ודאי ש"המל"ח" יסייע בזה וידבר ג"כ - אבל עיקר הדבור צ"ל מכזה שבא מ... ויבאר הפרטים וידבר בחום וכו', ואח"כ יוסיף המל"ח ויחזק דבריו וכו'.

שני הזוגות שכותבת אודותם - כל אחד מהם מתאים.

במענה לזה שאמרו לה שאני צריך לשלוח - אין רגיל שאני אהי' המתחיל לדבר בזה (מלבד באלה שאני בטוח שהם מקושרים, ובמקרים יוצאים מן הכלל). ובאם באמת רק זה המניעה - הרי בטח יתחילו הם לדבר וישאלו אותי, ואז אומר להם דעתי בזה.

... It is simple that it is impossible to find someone who will travel there except by speaking with those who are suitable for this. And one conversation is not enough. Likewise, it is not enough to speak "in a roundabout way," just as with all matters of Torah and mitzvos. Also—it is necessary to arrange that someone else will speak and persuade them, and also influence those who are preventing this. Certainly, the Melamed Choviv (the mentor) will assist in this and also speak—but the main conversation must come from someone who comes from... and will explain the details and speak with warmth, etc., and afterwards the Melamed Choviv will add and strengthen his words, etc.

The two couples you write about—each of them is suitable.

In response to what they told you, that I need to send—usually I am not the one to initiate speaking about this (except in cases where I am certain they are connected, and in exceptional cases). And if truly only this is the obstacle—then surely they will begin to speak and ask me, and then I will tell them my opinion on this.
