Shalom u'Vrachah!
You write, R.P., about the matters, activities, and gatherings among Anash and Chabad, and certainly you will continue in this as you concluded and signed your letter. May it be G‑d's will that in all of the above there will be progress from strength to strength, up to "Ufaratzta" (and you shall spread out) etc., and may you share good news about this—as is understood, also regarding your personal matters, for one depends on the other.
And now we find ourselves at the beginning of Adar, about which it is said: "the month that was transformed" (all undesirable matters) "to joy and to a festival," and these days—when they are recalled—they are also enacted, as is well known.
Summary
The Rebbe encourages ongoing communal involvement and personal growth, especially during Adar—a time when negative matters are transformed into joy—reminding us that recalling these days brings their positive effects into reality.
