Guidance on Allocating Tzedakah to Institutions with Varying Standards

The Rebbe addresses whether to give tzedakah only to the most meticulous institutions or also to those less stringent but still proper. He advises setting a minimum amount for all kosher causes and adding more for those with extra stringency, cautioning against over-scrutiny.

שלום וברכה!

במענה למכתבו מיום השלישי, בו כותב אשר מחלק הוא לצדקה כפי השגת ידו, לכמה מקומות וענינים, ועלה ספק במחשבתו, אשר כיון שיודע שישנם בהם מסודרים ביותר בעניני יראת שמים תורה ומצות, וישנם כאלו אשר אף שמתאימים הם בכל הפרטים ע"פ שו"ע והתורה והמצוה, אבל אינם בהידור כ"כ, שאולי כדאי ליתן להראשונים בלבד, ולהפסיק התמיכה במקום שספק בהידור.

והנה מחשבות כאלו תמיד מעוררת חשד, מי הוא המעורר אותם, אם מצד הטוב לגמרי או שמעורב בזה גם הצד שכנגד, שעלול לבוא בכמה טענות ובלבד למנוע איש הישראלי בענין תורה ומצוה, וכיון שיודע שבאם יאמר כוונתו גלוי, לא ישמעו לו, מחפש ומתחפש באיצטלא של צבוע, ובנדון כגון זה, הרי לאחרי זמן יש מקום לטענה שני' אשר אין להרבות בנתינה כ"כ למוסד אחד, ודי ומספיק שנתן לפני זה, ובמילא יהי' חסר בהמוסדות וענינים השלמים ע"פ תורה, אבל אינם מהודרים, ולא יתוסף במוסדות אלו המהודרים, ובכלל ידועה אזהרת חז"ל בכמה עניני צדקה, שלא לבדוק יותר מדי, ומי יאמר למוסדות אשר שלמים הם ע"פ התורה אלא שחסר הידור.

ויש לרמז בזה חיזוק סברא האמורה בשלילת חז"ל נתינת מתנותיו לכהן אחד (עירובין סג, א) אפילו אם כהן האמור רבו הוא.

והנכון בעניני צדקה, לקבוע סכומים מינימלים לכל המוסדות הק' הכשרים ולענינים כשרים מבלי לחפש ולבדוק וכו', ולהוסיף על סכום זה לכל מוסד המוסיף בהידור.

ובזה עלי להעיר עוד על מה שכותב שמחלק צדקה לפי השגת ידו, ולא ביאר הפירוש, ועיין בתניא (כמסומן במפתח ענינים - בתניא הוצאת קה"ת), בההכרח להרבות בצדקה כהנה וכהנה.

In response to your letter from Tuesday, in which you write that you distribute tzedakah according to your means, to various places and causes, and a doubt has arisen in your mind: since you know that some are especially meticulous in matters of fear of Heaven, Torah and mitzvos, while others—though they fulfill all details according to Shulchan Aruch and Torah and mitzvah—are not as meticulous, perhaps it is better to give only to the former and stop supporting those where there is a doubt regarding their level of stringency.

Such thoughts always raise suspicion as to who is stirring them—whether it is entirely from the good side or if the opposing side is also involved, which can come up with many arguments just to prevent a Jew from engaging in Torah and mitzvah. Since it knows that if its intent were revealed openly it would not be listened to, it seeks out disguises. In such cases, after some time another argument may arise: that one should not give so much to a single institution; it is enough that one gave before. As a result, the institutions and causes that are proper according to Torah but lack extra stringency will be lacking support, while nothing will be added for those with greater stringency. In general, our Sages warned in several matters of tzedakah not to scrutinize too much. Who can say about institutions that are proper according to Torah but lack stringency?

This idea is further supported by our Sages' disapproval (Eruvin 63a) of giving all one's gifts only to one kohen—even if he is one's teacher. The correct approach in matters of tzedakah is to set minimum amounts for all kosher institutions and causes without searching or investigating too much, and then add more for any institution that increases in stringency.

I must also point out what you wrote about distributing tzedakah according to your means but did not clarify what this means. See Tanya (as referenced in the index—Tanya Kehot edition) regarding the necessity of increasing tzedakah repeatedly.
