והרי בו בחדש יום הבהיר י"ט כסלו, ר"ה לדא"ח ובלשון כ"ק אדמו"ר מוהרש"ב, באגרת הידועה (נדפסה בהיום יום י"ט כסלו): היום הזה הוא ראש השנה לדא"ח אשר הנחילנו אבותינו הקדושים זצוקללה"ה נבג"מ זי"ע, והיא היא תורת הבעש"ט ז"ל.

Shalom u'Vrachah!
As we find ourselves on the day when the moon is full in the month of Kislev, the third month for those who return (baalei teshuvah), corresponding to the third month for tzaddikim, which is Sivan, may it be G‑d's will that in all matters—both individual and communal—there should be good news in a manner of ever-increasing light. Especially in the central point: spreading the wellsprings outward.
And indeed, in this very month is the bright day of Yud-Tes Kislev, Rosh Hashanah for Chassidus. In the words of my revered teacher, Admor Maharashab, in his well-known letter (printed in Hayom Yom for Yud-Tes Kislev): "This day is Rosh Hashanah for Chassidus which our holy forebears bequeathed us; it is truly the Torah of the Baal Shem Tov."
Summary
The Rebbe teaches that Kislev's fullness brings blessings for increasing good and light, especially through spreading Chassidus. Yud-Tes Kislev stands as a spiritual new year for Chassidus, connecting us to our holy heritage.
