ומובן ופשוט שצריך להוסיף בעניני תורה ומצות וכהציווי דמעלין בקדש, וזהו צנור וכלי לקבלת ברכות השי"ת בהמצטרך ועאכו"כ כשנמצאים במקום אשר מאיזה סיבות שתהיינה שומרי תורה ומצוה מעטים, בודאי שכאו"א מבני ישראל הנמצאים שם צריך הוא לשמש דוגמא מהו יהודי בן אברהם יצחק ויעקב עד גם בשביל האינם יהודים, ז.א.
שכל הנהגה פרטית של יהודי יש בה משום קידוש השם, ואף שמובנים הקישוים במקומות כאלו, הובטחנו מהשי"ת אשר עוזר הוא לכאו"א ולא עוד אלא שהודיעונו רז"ל, אדם מקדש עצמו מעט מלמטה - מקדשין אותו הרבה מלמעלה.
מכמה טעמים אין רצוני להאריך בנקודה האמורה ובפרט שלדכוותי' אין צורך בביאור, כי אם להכפיל הנקודה העיקרית שעל כל אחד ובכל מקום עליו לקיים את התורה והמצוה ולפום צערא אגרא והובטחנו שאפשר לשמור ולקיים התורה והמצוה, ויהי רצון שיבשר טוב בכל האמור.

After the longest interruption, your letter from 9/28 was received; at an auspicious time I will mention you and your wife for blessing at the holy resting place of my father-in-law, the Rebbe zatzal, in accordance with the content of your letter.
It is clear and obvious that one must increase in matters of Torah and mitzvos, as per the directive to always ascend in holiness. This is a channel and vessel for receiving Hashem's blessings for all needs—especially when living in a place where, for whatever reason, those who observe Torah and mitzvos are few. Certainly every Jew there must serve as an example of what it means to be a descendant of Avraham, Yitzchak, and Yaakov—even for non-Jews. That is to say: every individual action of a Jew constitutes a sanctification of G‑d's name.
Although the difficulties in such places are understood, we have been assured by Hashem that He helps each person; moreover, our Sages taught: "A person sanctifies himself a little below—they sanctify him greatly from above." For several reasons I do not wish to elaborate on this point—especially since you do not require explanation—except to repeat the main point: that everyone, everywhere must fulfill Torah and mitzvos. According to the effort is the reward; we have been assured it is possible to observe Torah and mitzvos. May you have only good news regarding all the above.

P.S. Regarding what you wrote about the pidyon (redemption money), distribute the funds to charity connected with education on pure holiness or an institution of pure holiness in your country. Summary
The Rebbe teaches that even when isolated from other observant Jews, one must strengthen their commitment to Torah and mitzvos. Every Jewish action brings sanctification of G‑d's name and draws down blessings from Above.
