ו נעם לי לקרות במכתבם ע"ד ביסוס והתפתחות עניני צעירי אגודת חב"ד ונשי חב"ד, ולכל לראש ע"ד ביסוס המוסד אהלי יוסף יצחק, ובודאי שלא יסתפקו בהנ"ל אלא שעוד יוסיפו בזה, והרי נצטוינו בזה דמעלין בקדש, וציווי תוה"ק תורת חיים הרי זה גם נתינת כח, ויהי רצון שבכל הסביבה ישפיעו בזה בדבור ועוד יותר ע"י היות דוגמא חי' בהענין.
ולקראת השנה החדשה, הבאה עלינו ועל כל ישראל לטובה ולברכה, הנני בזה להביע ברכתי להם ולכל אשר להם, ברכת כתיבה וחתימה טובה לשנה טובה ומתוקה בגשמיות וברוחניות.

בשאלתו: א) סדר קביעות מזוזה בחו"ל צ הדר בדירה שכורה.
לא שמעתי בזה הוראה בפי'. ומנהגי וכן מענתי לשואלי בזה: לקבוע המזוזות תיכף לכניסה. וביום הל' ליטול מזוזה א' ע"מ לבודקה או להחליפה ביפה יותר, ובכל אופן קביעות זו ביום הל' ה"ה בברכה ומכוונין על כל המזוזות.
ג) סדר דיום הולדת: נהגו לאחרונה צ נתינת צדקה לפני תפלת הבוקר והמנחה, שיעור מיוחד בנגלה ובחסידות, חת"ת דהיום דוקא ביום זה (התבודדות צ כמבואר בהיום יום).

I acknowledge receipt of your letters from the 24th of Menachem Av and the 1st of Elul. I was pleased to read in your letter about the establishment and development of the activities of Tzeirei Agudas Chabad and Nshei Chabad, and above all about strengthening the Oholei Yosef Yitzchak institution. Certainly you will not be satisfied with what has been achieved so far but will continue to add to it, as we have been commanded to always ascend in holiness. The commandment of our holy Torah is also an empowerment. May it be G‑d's will that you influence your entire environment in this matter through speech and even more by being a living example.
As we approach the new year, which is coming upon us and all Israel for good and blessing, I hereby express my blessing to you and all yours: a blessing for being inscribed and sealed for a good and sweet year both materially and spiritually.

Regarding your question:
a) The order for affixing a mezuzah outside of Eretz Yisrael when renting an apartment: I have not heard a specific directive on this. My custom, as well as my response to those who ask me about this: affix the mezuzot immediately upon moving in. On the thirtieth day, remove one mezuzah to check it or replace it with a nicer one; in any case, this act on the thirtieth day should be done with a blessing and with intention for all the mezuzot.
c) The order for a birthday: The recent custom is to give charity before morning prayers and Minchah; to study a special lesson in Nigleh (revealed Torah) and Chassidus; to recite that day's Chitas specifically on this day (solitude as explained in Hayom Yom).
