במענה למכתבו מיום ב' בו כותב אודות הסברא לשכור מקום מתאים ולסדר שם ת"ת, וכבר מצא חנות המתאימה לזה, ושואל דעתי.
והנה אף כי ע"פ דין תורה אין בענין דת"ת ענין דהשגת גבול, ונפסק הדין להלכה בשו"ע יו"ד סו"ס רמ"ה, הנה בפועל נוגע לברר מתחלה באם לא תהי' התנגדות בהסביבה, באם יש שם במקום קרוב ביותר מוסד ע"ד האמור, והרי אפשר שההתנגדות זו תתבטא באמצעים בלתי רצוים, והרי בודאי אפשר באופן דיפלומטי לברר את האמור.
במ"ש שבתכניתו לסדר ת"ת עד לשמונים תלמידים, כיון שהשכונה בה דרים מאות משפחות יהודים צ כן ירבו צ מובן שאם כן צריך להזדרז בבירור כל הפרטים בכדי שלזמן הרישום או זמן הלימוד יהי' כבר כל הפרטים בזה מסודרים.
במ"ש אודות רשיון צ מובן שצריך לברר זה במשרדים המתאימים. ויהי רצון אשר השי"ת הזן ומפרנס לכל בטוב בחן בחסד וברחמים ימציא לו פרנסתו ופרנסת ב"ב שי' באופן הטוב לפניהם בגשמיות וברוחניות גם יחד.

In response to your letter from the second of this month in which you write about the idea to rent a suitable place and set up a Talmud Torah there, and that you have already found a store appropriate for this purpose, and you ask my opinion.
Although according to Torah law there is no issue of encroachment in matters of Talmud Torah—as ruled in Shulchan Aruch Yoreh Deah end of section 245—practically speaking it is important to first clarify whether there will be any opposition in the area if there is already an institution nearby of this kind. It is possible that such opposition could be expressed through undesirable means; certainly it is possible to clarify this diplomatically.
Regarding your plan to arrange a Talmud Torah for up to eighty students, since the neighborhood has hundreds of Jewish families (may they increase), it is understood that you should therefore hurry to clarify all the details so that by registration time or when studies begin everything will already be organized.
Regarding licensing—it is understood that this should be clarified with the appropriate offices.
May it be Hashem's will, Who nourishes and sustains all with goodness, grace, kindness, and mercy, that He provide you and your family with livelihood in the best way for you both materially and spiritually together.
