בטח יש להתייעץ עם המחנכים על אתר כי הרבה תלוי בזה בתכונות נפש תושבי מדינה ומדינה והנוער שבו, וצד השוה בכל מקום הוא, להעמיד מבין התלמידים עצמם משגיחים על המשמעת, ודוקא מבין אלו שאינם מושמעים כ"כ, ואם באפשרי דאופן פרנס חדש וכיו"ב וכשיהיו הם המעונינים במשמעת הוא ע"ד מרז"ל מני' ובי' אבא לשדי בי' נרגא...
ולקראת השנה החדשה הבאה עלינו ועל כל ישראל לטובה ולברכה, הנני בזה להביע ברכתי לו ולכל אשר לו, ברכת כתיבה וחתימה טובה לשנה טובה ומתוקה בגשמיות וברוחניות.

In response to your letter from Tuesday, in which you write about the lack of discipline as needed, etc. Certainly, you should consult with the local educators, as much depends on the character traits of the inhabitants of each country and its youth. The common approach everywhere is to appoint monitors for discipline from among the students themselves—specifically from those who are not so disciplined—and if possible, in a way that gives them a new role or similar. When they become invested in maintaining discipline, it is like our Sages said: "From him and through him—his father throws him into the mill..."
As we approach the new year that is coming upon us and all Israel for good and blessing, I hereby express my blessing to you and all yours: a blessing for being inscribed and sealed for a good and sweet year materially and spiritually.
