ווי ערקלערט אין מערערע ערטער, תפלין בכלל איז מוחין, און תפלין דר"ת אין קבלה אותיות, מוחין דאבא, און ווי פארשטאנדיק פון אנדערע ערטער, איז מוחין דאבא שייך צו פנימיות התורה. איז פון דעם פארשטענדליך אז דער תיקון בהנ"ל דארף זיין בשתיים.
א) צו קובע זיין א שיעור אין הלכות תפלין וואס אויף דעם שטייט כל העוסק בתורת וכו'.
ב) צו קובע זיין א שיעור נוסף בלימוד תורת החסידות. און השי"ת זאל העלפן אז די ביידע ענינים זאלן זיין בהצלחה...

In response to your letter... in which you write about the matter of Tefillin of Rabbeinu Tam. As explained in several places, Tefillin in general correspond to mochin (intellectual faculties), and Tefillin of Rabbeinu Tam in Kabbalah are associated with letters, mochin d'Abba (the intellect of Abba), and as understood from other sources, mochin d'Abba are related to the inner dimension of Torah.
From this it is understood that the rectification in this matter must be twofold: a) To establish a set time for learning the laws of Tefillin, regarding which it is stated 'whoever occupies himself with Torah...' b) To establish an additional set time for studying Chassidus. May Hashem help that both matters should be successful...
