לאחרי שתיקתו נתקבל מכתבו מי"ז שבט, ולפלא שאינו מזכיר דבר ע"ד יום ההילולא של כ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע הוא יום העשירי בשבט, אשר בטח הי' אצלו שינוי אם בלימוד תורתו של בעל ההילולא או בכגון דא, וכמדת נותני צדקה אקוה שהיתה עינו טובה בשלו וגם בשל אחרים.
מה שכותב אודות האנשים השונים אשר במקומו עתה שאינם יכולים או שאין להם הרצון לעסוק בהחזקת היהדות והפצתם מפני טעמים שונים ומשונים, הרי נאמנת ההשגחה פרטית שדוקא היא המביאה אדם פלוני למקום פלוני וזמן פלוני שאין חסרון ביכולת האדם למלאות תפקידו באופן כזה, אלא שניתנה לאדם הבחירה חפשית, ושני דרכים לפניו ככתוב ומסיים הכתוב - וזה עצמו הוא גם נתינת כח - ובחרת בחיים, אלא שכמו שכל הנ"ל הוא בנוגע לאותם שכותב אודותם ה"ה ג"כ בנוגע לו לעצמו, ואף שאינו דומה אחד או מועטים העושים את הדבר לאחרים או לרבים העושים דבר, הנה לאחרי שהאחד עשה מה שביכלתו לעורר את הרבים, ולצרפם לעבודה קדושה זו, הנה גם אם לע"ע לא נענו הנ"ל לדבריו מובן שאין זה פוטרו מחלקו בעבודה זו. ואדרבה לפעמים הנה גם זה קאי מרז"ל זכה נוטל חלקו וחלק חבירו (בעבודה דתורה ומצות שבד"מ נוטל חלקו ונוטל חלק חבירו) בגן עדן, שגן עדן האמיתי ועוד למעלה מזה היא ההתקשרות בהשי"ת מצוה המצות דביקות באלקים חיים וכמרז"ל שכר מצוה מצוה, ולמותר להאריך בדבר המובן וגם פשוט.

Shalom u'Vrachah!
After your silence, your letter from the 17th of Shevat was received. It is surprising that you did not mention anything about the yahrzeit of my revered father-in-law the Rebbe zatzukal lehe nabeigam ziya, which is on the tenth of Shevat. Surely this day brought some change for you—whether in studying his teachings or similar matters—and as is the trait of those who give tzedakah, I hope you were generous both for yourself and for others.
Regarding what you write about the various people in your current location who cannot or do not wish to be involved in supporting and spreading Judaism for various reasons: Divine Providence is trustworthy—it is precisely it that brings a specific person to a specific place at a specific time. There is no lack in a person's ability to fulfill his mission there; rather, man has free choice and two paths before him as it is written—and the verse concludes (and this itself gives strength)—"u'vacharta ba'chayim" (and you shall choose life). Just as all this applies to those you write about, so too it applies to you yourself.
Even though one or a few individuals doing something is not like many doing it together, after one has done what he can to awaken the many and involve them in this holy work—even if for now they have not responded—it does not exempt him from his share in this work. On the contrary: sometimes this fits our sages' words "zacha notel chelko v'chelko shel chaveiro" (if he merits he takes his portion and that of his fellow) regarding Torah and mitzvah work—he takes both his own share and that of his fellow—in Gan Eden. The true Gan Eden, and even higher than that, is attachment to Hashem through mitzvos—clinging to the living G‑d—as our sages say: "the reward of a mitzvah is the mitzvah itself." There is no need to elaborate on something so obvious and simple.

Summary
The Rebbe teaches that each person’s presence in a particular place and time is by Divine Providence for a unique mission. Even when others seem indifferent, we must persist in inspiring them toward Torah and mitzvos—our efforts matter regardless of immediate results.
