In response to your letter informing me that you were chosen by Agudas Chabad, Tzeirei Agudas Chabad, and the Oholei Yosef Yitzchak network to work on expanding the institutions in the non-stream sector (and I am somewhat surprised that I did not receive an official detailed report from this meeting as was customary until now), I am writing two points:

A) Since at present the matter concerns only Lubavitch institutions, it seems there is no need to make this into a new question or issue; rather, it should be considered a branch of what was previously permitted. That is, your response should be—and perhaps not even as a formal answer but simply as a straightforward notification—that since for some years there have been Lubavitch institutions in the non-stream sector (in Lod and Safaria), like any living thing that grows and develops, so too has the circle of Lubavitch institutions grown. Therefore, more educational institutions are being established in various places. It is self-evident that they have all the rights granted to those founded two years ago since their founders are the same group and the reasons are identical. Presenting the matter this way brings a double benefit: A) It does not open debate about granting permission; B) It does not touch at all upon the general situation or dispute regarding education currently—behind the scenes—between the Ministry of Education and the religious ministers, since nothing new is being introduced—just additional institutions continuing from those already existing.

B) If you meet with Mr. Shazar, certainly include at least one of those who have already discussed this matter with him and promised assistance. It is better to meet with Mr. Shazar before officially discussing it with the institution holding formal decision-making power on this matter. Reportedly, Mr. Shazar will travel from Eretz HaKodesh soon; therefore it is advisable to act quickly—especially since registration begins in three weeks.

Just now I received your letter from 6 Iyar and I sent a telegram accordingly. The text: "In response to your letter, my opinion is to propose founding new educational institutions as a continuation of existing approved Chabad educational institutions already recognized as non-stream." With blessings.

C) Accordingly, I hope you will not encounter difficulties registering to open educational institutions in additional places.

Certainly, also here will be fulfilled precisely what the Baal Shem Tov said: VeHayah Reishischa Mitz'ar VeAcharischa Yisge Me'od (Your beginning will be small but your end will greatly flourish).

D) Enclosed is a script for fifty shekels—my participation in expenses related to the above.
