הגם איך האף - בלי נדר - צו ריידען מיט אייך דורכן טעלעפאן ערב יום טוב אי"ה, דאך אויף דעם יסוד וואס ווערט געבראכט אין ספרים, אז דאס וואס קומט אראפ אין מעשה, האט דאס מער קיום, וויל איך דא אויסדריקען מיין ברכה צום יום טוב שבועות, און אין דעם נוסח ווי מיין שווער כ"ק אדמו"ר פלעגט בענטשן פאר שבועות, לקבלת התורה בשמחה ובפנימיות, איר אייער פרוי און קינדער שיחיו, און דאס זאל זיין מתוך מנוחת הנפש ומנוחת הגוף און זאלט קענען פארגרעסערען אייערע פעולות טובות בתורה ויראת שמים וגמילות חסדים ווי דער פסק התורה איז, מעלין בקדש, וכל המוסיף מוסיפין לו בכל הענינים שהוא וב"ב שיחיו זקוקים להם בגשמיות וברוחניות.

Shalom u'Vrachah!
Although I hope—without a vow—to speak with you by telephone on the eve of Yom Tov, G‑d willing, nevertheless based on what is brought in sefarim that what comes into action has more permanence, I want to express here my blessing for Yom Tov of Shavuos. And in the wording that my father-in-law, the Rebbe, would bless before Shavuos: to receive the Torah with joy and inwardness—you, your wife, and your children—may you all have this from a place of tranquility of soul and body. May you be able to increase your good activities in Torah, awe of Heaven, and acts of kindness as the Torah rules: "Ma'alin bakodesh" (we ascend in holiness), and whoever adds is given even more in all matters that he and his household need both materially and spiritually.

Summary
The Rebbe teaches that blessings expressed in action have greater permanence. He encourages receiving the Torah with joy and depth while continuously increasing in holiness through Torah study and good deeds for oneself and one's family.
