שמחתי לקבל פ"ש ממנו על ידי ידידנו הרה"ג והרה"ח וו"ח אי"א נו"מ איש חי ורב פעלים וכו' מוהר"ר יוסף שי' הלוי וויינברג. ואתענין לדעת מעבודתו הציבורית ובטח יש לו גם קביעות עתים לתורה בכלל ולתורת חב"ד בפרט ללמוד וללמד ולזכות את סביבתו.
ידוע פתגם כ"ק אדמו"ר (הרש"ב) נ"ע כי התמימים הם נרות להאיר. וכ"ק מו"ח אדמו"ר הכ"מ הדגיש תמיד לכל אלה מאנ"ש שעלה בגורלם לנוד למרחקים, ובפרט מהתמימים שיחיו, כי מה' מצעדי גבר כוננו, היינו שלא לשם פרנסה גשמית יהודי יוצא לדרך אלא מפני תפקיד נפשי שעליו להוציא לפועל במקום פלוני ובמדינה פלונית.
וידוע פירוש דא"ח על הפ' לך לך, כי כל איש מישראל, בני אברהם אבינו ע"ה, צריך לאחוז בדרכו של אאע"ה שהי' נודד ממקום למקום ובכל מקום בואו - ויקרא בשם ה', אל תקרי ויקרא אלא ויקריא, שהי' מפרסם אלקותו ית'. והגם שעבודה זו קשה היא לעובר דרכים, אבל לכל אחד ניתנו הכוחות להוציא תפקידו ושליחות נפשו לפועל.
וראשית העבודה היא, כאמור, נר להאיר, היינו להכניס נר מצוה ותורה אור בכל הסביבה, ות"ל שחננו השי"ת בכוחות, בכוחות וכשרונות גלויים, וגם מכובד הוא בקהלתו, הנה בטח יכול לפעול הרבה, ואמר כ"ק מו"ח אדמו"ר הכ"מ, חזקה על תעמולה שאינה חוזרת ריקם.
והנני מקוה לשמוע בשורות טובות ממנו בעבודתו הציבורית ומהקביעות עתים לתורה שיש לו ות"ח על הודעתו מזה.

I was happy to receive regards from you through our friend Haraha"g vavaha"ch vavac"h iy"a nu"m ish chai v'rav pe'alim etc. Moreinu Harav Yosef HaLevi Weinberg. I am interested to hear about your public work, and I trust you also have set times for Torah study in general and for Chabad teachings in particular—to learn, to teach, and to benefit your surroundings.
It is known that the Previous Rebbe (the Rashab) said that the temimim are candles to illuminate. And my father-in-law, the Previous Rebbe of blessed memory, always emphasized to all those among Anash who found themselves traveling far from home—especially among the temimim—that 'from Hashem are a man's steps established.' That is, a Jew does not travel for material livelihood alone but because of a soul mission he must fulfill in a particular place and country.
It is well known in Chassidus regarding the verse 'Lech Lecha,' that every Jew, a child of Avraham Avinu (peace be upon him), must follow Avraham's path—wandering from place to place—and in every place he came: 'Vayikra b'shem Hashem' (he called in the name of Hashem), do not read 'vayikra' but 'vayakria' (he caused others to call), meaning he publicized G‑dliness. Although this work is difficult for travelers, everyone is given the strength to fulfill their mission and soul's task.
The beginning of this work is, as mentioned, 'a candle to illuminate,' meaning bringing the candle of mitzvah and light of Torah into one's entire environment. Thank G‑d we have been endowed with strengths—both revealed talents and communal respect—so certainly you can accomplish much. The Previous Rebbe said: It is certain that outreach never returns empty-handed.
I hope to hear good news from you regarding your public work and your set times for Torah study. Thank you for informing me about this.

Summary
The Rebbe teaches that every Jew has a unique mission wherever they are placed. By illuminating their surroundings with Torah and mitzvos—especially through communal service—they fulfill their soul's purpose and can be assured their efforts will bear fruit.
