Shalom u'Vrachah!

It is well known that in a situation of doubt, there is no point in establishing a kolel—for this is intended for those whose soul truly desires Torah, and there is no doubt about their commitment to study with diligence, etc.

Summary

A kolel should only be established for individuals with a clear and unwavering commitment to Torah study; where there is doubt about such dedication, it is not appropriate.
