Shalom u'Vrachah!
In response to your questions:
a) It is obvious that one should not disturb such a fundamental and essential matter—shalom bayis—because of something far less important—the place of residence. One of the two should change their mind and wholeheartedly agree to the other's wish and act accordingly.
b) Traveling abroad is not worthwhile at all. Be precise in matters of taharas hamishpacha.
Summary
Prioritizing shalom bayis takes precedence over disputes about where to live; one spouse should yield with a full heart. The Rebbe also discourages unnecessary travel abroad and urges careful observance of taharas hamishpacha.
