It is understood: 1) There is no concept of a formula of self-abasement from the lesser to the greater in this context at all. 2) If a certain person errs and offends the community for absolutely no reason—this is not a reason for them to seek his forgiveness, etc.!
Summary
The Rebbe teaches that humility must be genuine and context-appropriate, and that apologies are not required when an offense was baseless or unintentional.
