Shalom u'Vrachah!

It is explicit—when it is stated in general that if someone cries out that he is a Jew for thirty days—it is obvious that in the office of this minister (the Mizrachi), he signs and gives a certificate to someone who did not convert according to halachah—that he is a Jew, thereby transgressing the ruling deliberately and publicly, etc. Many such certificates have been given since then.

To say about an open ruling of a rabbi that this is a political threat is a desecration of the honor of the rabbinate like never before. And indeed, even regarding the ruling of Rabbi Henkin, they would say the same.

Summary

The Rebbe warns against legitimizing conversions not done according to halachah and stresses that dismissing rabbinic rulings as political undermines respect for Torah authority and damages the integrity of Jewish communal life.
