1) Shalom u'Vrachah! The referenced surgery can be done in a permissible way according to Shulchan Aruch or similar sources—and if you alert the doctor about this until now and ask him, he will fulfill the request (and it seems that this doctor—many have asked him until now in similar cases, and he knows what is involved and has fulfilled the request).
2) It is puzzling that you want to do this before nine days and close to Shabbat—and it is advisable to postpone it to the beginning of the week, after Tisha B'Av.
Summary
The Rebbe advises ensuring that surgery is performed in accordance with halachah by consulting with the doctor and suggests postponing procedures scheduled close to Shabbat or during the Nine Days until after Tisha B'Av for greater propriety.
