מזמן לזמן אני דורש לשלומו מאנ"ש שי' תושבי לוד ומקבל גם אישית פ"ש ממנו על ידי המבקרים משם. ועתה התענגתי במיוחד לקבל פ"ש ממנו על ידי הרב אפרים שי' וואָלף שמסר לי גם כן מכתבו מיום ט' בכסלו.
ויהי רצון שרבות בשנים יבשר טוב בעניניו הפרטיים, וגם כן – וגם זה עיקר – בשורות טובות בעניני העיר, ובמיוחד בנוגע לשיכוני ומוסדות חב"ד, כיון שזכה שההשגחה העליונה נתנה לו הזכות והאחריות למלא תפקיד ראש עירית לוד.
ואף על פי שאחריות גדולה היא, אבל הרי אמרו

זכרונם לברכה שאין הקדוש ברוך הוא דורש לפי כוחו, אלא לפי כוחם של בריותיו, וביחד עם התפקיד נתן לכ' הכוחות למלא תפקידו במילואו ועל הצד הכי טוב, ובנקודה הפנימית שהעיר תתאים למשימתה להיות

עיני ה"א בה – תמיד – מראשית השנה ועד אחרית שנה, ולשמש דוגמא לשאר הערים בישראל.

From time to time I inquire about your well-being from Anash (our community members) residing in Lod and also receive personal regards from you through visitors from there. Now I was especially delighted to receive personal regards from you via Rabbi Ephraim Wolf, who also delivered your letter dated the 9th of Kislev.
May it be G‑d's will that for many years you will share good news regarding your personal matters and—most importantly—good tidings concerning the affairs of the city. This is especially so regarding the housing and Chabad institutions, since you have merited that Divine Providence has granted you both the privilege and responsibility to serve as Mayor of Lod.
Although this is a great responsibility, our Sages of blessed memory have said that the Holy One, blessed be He, does not demand according to His strength but according to the strength of His creations. Along with the position, He has given you the abilities to fulfill your role fully and in the best possible way—so that in its inner essence the city will fulfill its mission as a mother-city in Israel, in Eretz Yisrael (the Land of Israel), which "the eyes of Hashem are upon it always—from the beginning of the year until year's end" (Devarim 11:12), and serve as an example for other cities in Israel.
And last but not least: Mazal tov blessings upon your son Moshe entering into mitzvah observance. May it be G‑d's will that he accept upon himself the yoke of Torah and mitzvos wholeheartedly and with joy; may he and his wife raise him together with all their children in the traditional manner—to Torah, marriage under the chuppah, and good deeds—with abundance and tranquility.
