כו' לקיים מצות ה', עניני תורה ומצות בכלל, וגמ"ח שהיא
שקולה
כנגד כל המצות בפרט – הרי מובטחים הם שהקב"ה תורם ונותן להם ולבני ביתם המצטרך להם בגשמיות וברוחניות, מידו המלאה הפתוחה הקדושה והרחבה.

In response to the notice that on Motzaei Shabbos Kodesh Parshas Im Kesef Talveh Es Ami the annual gathering and Melaveh Malka will take place, as is your good custom each year—may it be in a good and successful hour and with an increase over last year—in accordance with the command (which is also an empowerment): Ma'alin BaKodesh (one ascends in holiness). This year marks one hundred years since the maamar of my grandfather the Admor Maharash zatzal nishmaso Eden: "VeYikchu Li Terumah" (the maamar beginning this Motzaei Shabbos Kodesh)—as if to say: 'You are taking Me,' through the mitzvah of donating gold and silver etc.—Me: meaning what is on the level of Ani Hashem Lo Shanisi (I am Hashem; I have not changed), you are taking. He explains this according to the Midrash Chazal on "Ve'eileh HaMishpatim": "He tells His words... His statutes and judgments to Israel... The Holy One does what He tells Israel to do; the Holy One puts on tefillin... and so with all mitzvos." The intent of the Midrash is that by fulfilling the mitzvah of tefillin, we draw down that Hashem Himself puts on tefillin—and so it is with all mitzvos. See there.
Accordingly, when Jews donate from their money and gold etc. to fulfill Hashem's mitzvah—matters of Torah and mitzvos in general, and gemilus chassadim (charity), which is equal to all mitzvos in particular—they are assured that Hashem donates and gives them and their families what they need materially and spiritually from His full, open, holy, and generous hand.
May it be His will that you act accordingly—and in a manner of ever-increasing growth—with joy and gladness of heart.
Summary
The Rebbe teaches that giving charity draws down Divine blessing for both material and spiritual needs. By increasing acts of kindness each year with joy, we mirror G‑d's own giving nature—fulfilling mitzvos brings reciprocal blessings from above.
