בנועם קבלתי הידיעה על דבר סיום הספר-תורה, ומקיימים לעשות
שמחה
"לגמרה של תורה".
ובודאי אף שבנוגע לכתיבת הספר יהי' סיום וגמר של תורה, הרי
בלשון
הידוע "מתכיפין התחלה להשלמה בתדירה" גו' שמתחילין תיכף ומיד בלימודה ביתר שאת וביתר עז,
לימוד
– כהוראת חכמי התורה – המביא לידי מעשה, קיום המצוות בהידור.
ומחזק זה התקווה אשר כל אחד ואחד מהמסיימים, מתחיל מיום זה יוסיף בלימוד התורה בבית הכנסת ובבית המדרש על ידי קביעת שיעור בלימוד התורה ולימוד הלכות הצריכות בחיי היום יום בפרט, לימוד שישפיע על הנהגת כל אחד ואחד גם בביתו, הוא ובני ביתו שיחיו.
והרי על ידי לימוד התורה וקיום מצוותי' מקרבים ומחישים גאולה האמיתית והשלימה על ידי משיח צדקנו, קיום היעוד
בפרשת
שבוע זה – ולקחתי אתכם לי לעם גו' והבאתי אתכם אל הארץ גו' ונתתי אותה לכם מורשה אני ה', אשר

צאתך מארץ מצרים אראנו נפלאות בגאולה הקרובה לבוא ע"י משיח צדקנו.

To the participants in the celebration of the completion of the Torah scroll on Sunday, Parshas Va'era, may it be in good time, especially Rabbi Yitzchak David Wein—may Hashem be upon them and grant them life.
Shalom u'Vrachah!
It was with pleasure that I received the news about the completion of the Sefer Torah and that you are organizing a celebration for this milestone in Torah. Certainly, even though regarding writing the Sefer Torah there will be a completion and conclusion of Torah, as is well known in the phrase: one immediately begins anew after completing something—so you should begin right away and with increased vigor and strength in its study. This study—as instructed by our Sages—leads to action: fulfilling mitzvos with extra care.
This strengthens the hope that each and every one of those who completed it will, from this day forward, increase their Torah study in the synagogue and study hall by establishing regular times for learning Torah and especially studying practical halachos needed for daily life. This learning should also influence each person's conduct at home—for themselves and their families.
Through studying Torah and fulfilling its mitzvos we bring closer and hasten the true and complete redemption through Moshiach Tzidkeinu—the fulfillment of this week's parsha's promise: "VeLakachti Eschem Li LeAm... VeHeiveisi Eschem El HaAretz... VeNasati Osah Lachem Morashah Ani Hashem" ("And I will take you to Me as a people... And I will bring you to the land... And I will give it to you as an inheritance; I am Hashem")—just as in "Kimei Tzeischa MeEretz Mitzrayim Arenu Niflaos" ("As in the days when you left Egypt I will show you wonders") with the imminent redemption through Moshiach Tzidkeinu.
