משתתפי אסיפה המצומצמת בכפר חב"ד, בקשר לארגון כפר נוער עבור "בית רבקה" ה' עליהם יחיו

נתקבל מכתבם מכ"ב סיון, ואינו ברור כדי צרכו במה ההדגשה, אם בהחלק ד"בית רבקה" או בהענין ד"כפר הנוער", שכמובן זוהי תכנית רחבה יותר ובהרבה, אבל מעלה באופן הראשון שזהו קרוב יותר למעשה.
ומובן שהענין בכ"א נחוץ ונכון וטוב במאד מאד, אלא שקודם ההתחלה בזה - צריך לברר האם בידם לשלול אותן הסיבות שהביאו למצב הכי תמוה ועד להבהלה בהנוגע לכל תכניות הבני' שבכפר חב"ד שעובר עדן ועדנים עד שמתחילה הזזה הראשונה, ואח"כ חל הפסק, ומוצאים נמוקים שונים ומשונים לההפסק, ועובר עוד הפעם עדן ועדנים עד להזזה השני' וכו' [וכנראה במוחש בנוגע למרכז הנוער, שהזזה הראשונה - לאחרי י"ב חדש מהנחת אבל הפנה! כן בנוגע לבנין בתים בשביל פלוני ופלוני בשטח פלוני, שעל דרך הרגיל דרושה תקופה של שנתיים או שלוש! וכמובן בכל פעם נמצאים נמוקים כנ"ל שונים ומשונים], אף שמפורסם שקהלה פלונית באה"ק ת"ו נבנתה במשך חצי שנה וקרי' פלונית נבנתה (ובתים בודדים) במשך עוד פחות מזמן הנ"ל. ולא עוד אלא שבתוככי אנ"ש עצמם הרי שיכון חב"ד בעיה"ק ירושלים ת"ו נבנה ומתפתח וכו', ואין להאריך בדבר המבהיל כנ"ל. ומה תועלת ביצירת עוד תכנית, באם לא מובטחים מראש שזהו ענין מעשי.

To the participants of the limited meeting in Kfar Chabad, regarding organizing a youth village for "Beis Rivka" — may Hashem be upon them for life — Shalom u'Vrachah!
Your letter from 22 Sivan was received, but it is not sufficiently clear what is being emphasized: whether it is the section of "Beis Rivka" or the matter of the "youth village." Of course, the latter is a much broader plan, but the advantage of the first approach is that it is closer to practical implementation.
It is understood that in any case, this matter is necessary, correct, and very good indeed. However, before starting this project, it must be clarified whether you are able to eliminate those reasons that have led to the most puzzling and even alarming situation regarding all building plans in Kfar Chabad. These projects take ages before even the first step is made; then there is a pause, and various strange reasons are found for this pause. Then again ages pass until another move happens, etc. (As can be clearly seen regarding the youth center: the first move was made twelve months after laying only one cornerstone! The same with building houses for certain individuals in a certain area — as usual, it takes two or three years! And each time various strange reasons are found as above.)
It is well known that a certain community in Eretz HaKodesh was built within half a year and another town (with individual houses) was built in even less time than that. Furthermore, even among Anash themselves, Shikun Chabad in Jerusalem was built and developed, etc. There is no need to elaborate on this alarming matter.
What benefit is there in creating yet another plan if there is no assurance from the outset that it will be practical?
