שלום וברכה!
בהמשך לברכת השנה שבודאי קבל בעתו ובזמנו, אביעה בזה ביחוד תודתי הלבבית עבור מסירת המפתח על ידי ב"כ שי' מהאורחים מקרית גת שנמסר לי בשמו ובשם המועצה בעת ההתועדות דערב ראש השנה. גם מלאתי ידי השליח למסור לכ' אישית הכרת תודתי וגם איזה דברים שנאמרו באותו מעמד בקשר עם מסירת המפתח, על פי הפתגם הידוע של הבעל שם טוב, שכל ענין ומאורע בחיי האדם יש בו הוראה ולימוד בעבודת האדם לקונו. וכאן בקיצור:
מפתח ענינו בשנים, לפתוח ולנעול, זאת אומרת, שיש דלת ושער שלפעמים צריכים להיות פתוחים ולפעמים סגורים. ובחיי האדם הם שני העמודים, הקו דסור מרע, שצריך לנעול הדלת בפני השפעה בלתי רצוי', וקו דעשה טוב, שצריך לפתוח להשפעות טובות.
וענין זה חל על כל אחד ואחת, הפרט והכלל. שכל אחד ואחד, אפילו אם מעמדו ומצבו נעלה ביותר, הרי מבקש אל תביאני לידי נסיון, להיות נזהר מהשפעה בלתי רצוי', ולאידך הרי הטוב הוא בלי גבולי, כי קשור עם עצם הטוב השי"ת שהוא אין סופי, וצריך להשתדל תמיד להוסיף בטוב, וכפסק חכמינו ז"ל מעלין בקדש.
כיון שאחריות כל אחד היא לפי האפשריות והכוחות שניתנו לו, יהי רצון שכ' בתור ראש המועצה וכל חברי המועצה ינצלו כוחותיהם ואפשריותם במילואה, בשני הקוים האמורים, להשתדל שהעיר תהי' סוגרת ומסוגרת בפני השפעות בלתי רצויות ופתוחה לקלוט עניני טוב במדה הכי גדולה. וכיון שהעיר היא בארץ אשר ארץ הקדש יקרא לה, ובלשון תורתנו תורת חיים ארץ אשר עיני ה' אלקיך בה מראשית השנה ועד אחרית שנה, הרי משנה חשיבות להאמור לעיל, וגם מובטח להם העזר מלמעלה לברכה והצלחה בגשמיות וברוחניות גם יחד.

Shalom u'Vrachah!
Following my New Year’s blessing which you surely received in due time, I wish to express my heartfelt thanks for the delivery of the key by your representative from among the guests from Kiryat Gat, which was given to me in your name and that of the council during the gathering on the eve of Rosh HaShanah.
I also instructed the emissary to personally convey my gratitude to you and some words that were said at that event regarding the presentation of the key, based on the well-known saying of the Baal Shem Tov: every matter and occurrence in a person’s life contains a lesson in one’s service of one’s Creator.
Briefly: a key serves two functions—to open and to lock; meaning there is a door or gate that sometimes must be open and sometimes closed. In human life these are two pillars: “turn away from evil”—one must lock out undesirable influences; and “do good”—one must open up to positive influences. This applies to everyone, individually and collectively.
Each person—even if his status is very elevated—prays not to be tested so as to avoid negative influence; on the other hand, goodness is without limit because it is connected with the essence of Divine goodness which is infinite. One must always strive to increase in goodness, as our Sages ruled: "ma'alin bakodesh" (we ascend in holiness).
Since each person’s responsibility matches their abilities and strengths given from Above, may it be G‑d’s will that you as head of the council and all council members utilize your full capacities in both aforementioned areas—to ensure that the city is closed off from undesirable influences and open wide to absorb all matters of goodness in greatest measure.
Since your city is in Eretz HaKodesh (the Holy Land), which our Torah calls "a land upon which the eyes of Hashem your G‑d are always present from the beginning of the year until year’s end," this gives added importance to all said above. You are also assured help from Above for blessing and success both materially and spiritually together.

Summary
The Rebbe teaches that leadership means knowing when to close off harmful influences while opening up fully to goodness. By using our strengths wisely—especially in Eretz Yisrael—we merit Divine blessing in all areas.
