Shalom u'Vrachah!

See Shulchan Aruch of the Arizal, laws of tzedakah. Shulchan Aruch HaRav at the end of section 92, Shulchan Aruch laws of tzedakah section 249:14. Also see Torah Or at the end of Parshas Vayeitzei. Likkutei Torah Tevo (47b). The introduction of our Rebbe in his Siddur. Iggeres HaKodesh section 8. And according to my father-in-law, the Rebbe: "Before every mitzvah" (Hayom Yom, 6 Tammuz). However, in several of the sources mentioned at the end, it is for the purpose of prayer (and the mitzvah)—not that this is specifically the time for tzedakah; whereas in Shulchan Aruch of the Arizal, etc., see there. This is not the place to elaborate further.

Summary

The Rebbe clarifies that while giving tzedakah before prayer is important and sourced in many texts, it is not limited exclusively to that time; one should strive to give tzedakah regularly and with proper intent.
