לאחרי הפסק ארוך נתקבל מכתבו מער"ח אלול,
ובנוגע לתספורת דשלש שנים כשיום הולדת הוא בראש השנה,
ע"פ מה ששמענו מכ"ק מו"ח אדמו"ר נשיא ישראל, משמע שאין לגזוז השערות קודם מלאת שלש שנים, ולכן יש לעשות הנ"ל לאחרי ראש השנה ובסמיכות לר"ה, ומובן שבאה"ק ת"ו שנתפשט המנהג לעשות התספורת במירון - באם אפשר גם בהנ"ל יש לעשות כן.
אינו מזכיר דבר מפעולותיו בהפצת המעינות חוצה, והתקוה שמתעסק בזה, ובפרט שימים אלו הרי הסדר דאני לדודי (וזה מביא) ודודי לי.

After a long break, your letter from before Rosh Chodesh Elul was received. Regarding the upsherin at three years old when the birthday is on Rosh Hashanah: based on what we heard from my father-in-law, the Rebbe, leader of Israel, it appears that one should not cut the hair before the child completes three years. Therefore, this should be done after Rosh Hashanah and close to it. It is understood that in Eretz HaKodesh, where the custom has spread to do the upsherin in Meron—if possible, this should also be done in this case.
You do not mention anything about your activities in spreading the wellsprings outward; I hope you are involved in this, especially since these days follow the order of "Ani LeDodi (I am for my beloved) and Dodi Li (and my beloved is for me)."
