בפקודת כ"ק אדמו"ר שליט"א הננו לאשר קבלת מכתבם מיום ל' בניסן על דבר יסוד ארגונם הנכבד, ואלו דברי המענה של כ"ק אדמו"ר שליט"א:
בודאי שענין כזה לא נצרך להסכמה מיוחדת, כיון שראשון לצוויי בורא העולם ומנהיגו ויוצר האדם הוא צווי פרו ורבו ומלאו את הארץ. והרי נוסף על זה שהתורה, תורת חיים, היא הוראה בחיי היום-יום, גם הסדר בתורה - תורה היא, כפתגם כ"ק רבינו הזקן בעל התניא והשו"ע. ולכן כבר מודגשת חשיבות הענין להיותו צווי ראשון בתורתנו הק'.
ואם בכל עת ובכל מקום מודגש הדבר ויסוד בתורתנו הק', על אחת כמה וכמה בדורנו זה ובארצנו הק', ארץ אשר עיני ה' אלקיך בה מראשית השנה ועד אחרית שנה.
ברכתי שלוחה לכל העוסקים במפעל נכבד זה ותבוא עליהם ברכת ה'.

By instruction of the Lubavitcher Rebbe shlita, we hereby acknowledge receipt of your letter from the 30th of Nissan regarding the founding of your esteemed organization, and these are the words of response from the Lubavitcher Rebbe shlita:
Certainly such a matter does not require special approval, since the very first commandment from the Creator of the world and its Ruler and the Maker of man is the commandment "Pru u'Revu u'Mil'u es ha'Aretz" (Be fruitful and multiply and fill the earth). Moreover, aside from this being a commandment in our Torah—the Torah of Life—which serves as guidance for daily living, even the order within Torah itself is Torah—as stated by our Rebbe, the Alter Rebbe, author of Tanya and Shulchan Aruch.
Therefore, the importance of this matter is already emphasized by it being the very first commandment in our holy Torah. And if at all times and in all places this matter is highlighted as a foundation in our holy Torah, how much more so in our generation and in our holy land—Eretz Yisrael—a land upon which "the eyes of Hashem your G‑d are upon it from the beginning of the year to year's end."
My blessing extends to all those involved in this esteemed endeavor; may Hashem's blessing rest upon them.
