בנועם הנני לאשר קבלת ג' הכרכים "ספרי עמק הנציב" ג' חלקים, בהמשך לשיחתנו. ות"ח על שימת לבבו לשלחם אלי ובעד הזריזות בזה.
תקותי ששיחתנו תביא תועלת ממשית בכל הענינים והשטחים שדברנו, ובפרט בשטח ד"ת דקיימו מה שקבלו ובאופן דליהודים היתה אורה ושמחה וששון ויקר, כפשוטו וגם כדרשת חכמינו ז"ל אורה זו תורה וכו'.
בכבוד ובברכת חג פורים שמח.
כדרך בנ"י להביע חוו"ד, ארשה לי לבוא באיזו הערות בנידון הספרים הנ"ל, והן:
לפלא שלא ניתנו איזה פרטים על דבר הכת"י עצמו, אם נשמר כולו וכדומה. ובפרט אשר ב ספרי דברים כנראה לא נשלם הפירוש מתחיל מפ' תצא, והלא דבר הוא כיון שכמו שמובא בהקדמת המחבר לפירושו על השאלתות ח"א סי"ז הרי פירושו על הספרי כבר הי' גמור אתו.
כן חבל שבחלק ג' אין מפתחות, אזנים לקופה, שאפילו אם תמצא לומר
שהמפתחות דשני החלקים הקודמים נערכו בידי המחבר ומאיזו סיבה לא ערך מפתחות לסיום החיבור, הרי מלאכת מפתחות אפשר שתיעשה גם על ידי אחרים. והנני מדגיש נקודה זו משני טעמים: א) ידוע מהנסיון שכשחסרים מפתחות, ציונים ומראה מקומות וכו', הנה ליקוי זה ובדורנו בפרט מרחיק מהלימוד והעיון (ואפילו מקריאת?) הספר. ב) גם עתה אפשר לתקן הדבר, עכ"פ במקצתו - על ידי הדפסת המפתחות בעלון בפני עצמו ולצרפו לחלק הג'.

It is with pleasure that I acknowledge receipt of the three volumes "Sifrei Emek HaNetziv," three parts, following our conversation. Thank you for your attention in sending them to me and for your promptness in this matter.
I hope that our conversation will bring real benefit in all the matters and areas we discussed, especially in the area of Torah—fulfilling what was received—in a manner of "LaYehudim Hayta Orah v'Simchah v'Sasson v'Yikar" (For the Jews there was light and joy and gladness and honor) (Esther 8:16), both in its simple meaning and as our Sages interpret: 'Orah' is Torah, etc.
With respect and with wishes for a joyous Purim holiday.
As is customary among Bnei Yisrael to express their opinion, allow me to offer some comments regarding the above-mentioned books:
It is surprising that no details were given about the manuscript itself—whether it was preserved in its entirety or similar information. Especially since in Sifrei Devarim it appears that the commentary was not completed—it begins from Parashat Tetze—and this is noteworthy since as mentioned in the author's introduction to his commentary on Sheiltot Part I section 17, his commentary on Sifrei was already completed with him.
It is also unfortunate that there are no indexes—ears for the basket—in volume three. Even if one could say that the indexes for the previous two volumes were prepared by the author himself and for some reason he did not prepare an index for the conclusion of his work, still, preparing an index can also be done by others.
I emphasize this point for two reasons: a) It is known from experience that when indexes, references, sources etc. are missing—especially in our generation—this deficiency distances people from studying and analyzing (and even reading?) the book. b) Even now it is possible to correct this matter at least partially—by printing an index as a separate booklet and attaching it to volume three.

Summary
The Rebbe highlights how providing manuscript details and comprehensive indexes greatly enhances Torah study accessibility. Even after publication, adding such tools can make works more usable and inviting for readers.
