Shalom u'Vrachah!
In response to your letter from Wednesday with the enclosure, and according to your request, this answer is coming without waiting for its turn in order. As is the custom of Israel to seek and find a connection between everything and the weekly Torah portion, so too regarding the content of your letter with its enclosure. The answer—which, if the translation is completed, will hopefully reach you at the beginning of next week, Parshas Yisro, the portion of Matan Torah—where a clear answer is given and an indication on the question: Who is a Jew? In the language of Scripture: "Ve'atah im shamoa tishme'u b'koli v'shamartem et briti v'hyitem li segulah mikol ha'amim... mamlechet kohanim v'goy kadosh" ("And now if you will surely listen to My voice and keep My covenant, you shall be for Me a treasure among all peoples... a kingdom of priests and a holy nation").
May it be G‑d's will that just as at Matan Torah it was said in Scripture: "Vayichan sham Yisrael neged hahar" ("And Israel encamped there opposite the mountain")—and as our Sages note, "vayichan" is singular—to teach that all Jews united to stand together by that well-known mountain. This should enter forever into the heart of every Jew and also into the consciousness of all nations: that this is G‑d's mountain where the Torah was given—an eternal Torah for all times and all lands.
So too now may this penetrate not only into the hearts but also into the thoughts of all Jews in this generation; and from thought may it descend into actual deed—to fulfill in practice the mitzvos of Hashem Yisbarach, mitzvos about which our holy Torah says: "V'chai bahem" ("and you shall live by them").
With blessings for a good Shabbos and with wishes for good news in good health.
Summary
The Rebbe connects questions about Jewish identity to Parshas Yisro and Matan Torah, emphasizing unity among Jews and urging that this unity should influence both thought and action in fulfilling mitzvos today.
