Organizers of Kuppat Rabbeinu in our Holy Land may it be rebuilt and established speedily in our days through Moshiach Tzidkeinu, may Hashem be upon them and grant them life.
Shalom u'Vrachah!
I was pleased to receive your letter from the 22nd of Shevat, with its enclosure, in which you write about the awakening to strengthen the matter of Kuppat Rabbeinu, etc. The strong hope is that you will bring this inspiration into actual deed and action, for action is the main thing. The time is also fitting for this: we have entered the month of Adar, whose central point is the days of Purim. One of their main mitzvos is gifts to the poor (matanot la'evyonim), and it is unique among all mitzvos of Purim and in general that we are not particular—whoever stretches out his hand to take is given.
Especially in our generation—a generation of exile with doubled and redoubled darkness at the footsteps of Moshiach when brazenness increases, as explained at length by our Sages—and despite all this we ask and demand blessings from Hashem specifically that He should give generously and abundantly. The way is that whoever stretches out his hand should be given—so too should we act, just as this is the law regarding Purim money.
Even though it is obvious there is no comparison whatsoever—indeed an infinite gap—between giving below and what we request from Above, and the lowliness of those below compared to Above far exceeds that between a person who stretches out his hand to take from another person; nevertheless, this itself is "chutzpah yasgi" (brazenness increases) in a positive sense. As explained elsewhere, all undesirable matters can be transformed by a person so they are specifically for good (see Likkutei Torah Parshas Bechukosai, beginning with "Eleh HaChukim"). And we have been assured regarding such cases—chutzpah toward Heaven helps.
Blessings for good news in all mentioned above through fulfilling the mitzvah with increased joy—true and inner joy.
Summary
The Rebbe teaches that just as on Purim we give charity freely to anyone who asks, so too should we approach giving and requesting blessings—with generosity and joy—transforming even challenging traits into positive forces for good.
