זה זמן רב ביותר שלא הגיעתני ממנו כל ידיעה, ואף שע"פ דין מעמידים את איש הישראלי על חזקתו, ושכל אחד דשליח עושה שליחותו, ושליחותו של כאו"א מבנ"י היא כדבר המשנה אני נבראתי לשמש את קוני, ע"י התורה והמצוה והפצתן, בכ"ז ינעם לי להוודע ממנו בפירוש עד"ז ובפרט שבתקופה זו בשורות טובות אינן מהוות רוב המכתבים המתקבלים.
ומענין לענין באותו ענין, חפשתי ידיעה מפעולותיו להפצת המעינות חוצה, ובפרט שלאחרי ששלח לי שנדפס בפירוש במכ"ע באה"ק ת"ו שלאחרי בקורו כאן נעשה חסיד או עכ"פ הולך בכיוון זה וביחוד שהרי לע"ע אין כל מקום להתנגדות שבעבר, ונעשה הענין דהמעיינות - רכושו של כאו"א מבנ"י וכמובן ג"כ מכתבי ההתנגדות שנתפרסמו בימים הראשונים לימי החסידות, שכתבו הטעמים למה מנגדים והחששות, ולאחרי מאתים שנים אלו הרי מעשה רב שאין כל מקום לחששות האמורים ובטל הטעם בטלה הגזירה, והרי עטו ועתו בידיו ויכול, נוסף על הפעולות בשאר אופנים, לקחת חלק חשוב בהפצה האמורה ע"י מכ"ע וכו'. ויהי רצון שאתבשר טוב בהאמור ומזמן לזמן מהוספה בזה.

It has been a very long time since I have received any news from you. Although according to halachah we presume a Jew remains in his established status, and that every messenger fulfills his mission—and the mission of every Jew is as stated in the Mishnah: "I was created to serve my Creator," through Torah and mitzvah observance and their dissemination—nonetheless, it would please me to hear directly from you about this matter. Especially since in this period, good news does not constitute the majority of letters received.
On a related note, I sought information about your activities in spreading the wellsprings outward, particularly since you wrote me that it was explicitly published in a newspaper in Eretz Yisrael that after your visit here you became a chassid or at least are moving in that direction. Especially now that there is no longer any reason for the opposition that existed in the past—the matter of the wellsprings has become the property of every Jew. This is also evident from the letters of opposition published in the early days of Chassidus, where they wrote their reasons for opposing and their concerns; but after two hundred years it is clear from experience that there is no basis for those concerns—the reason has been nullified and so has the decree. Since you have both pen and time at your disposal, you can—along with other activities—take an important part in this dissemination through newspapers and so on.
May it be G‑d's will that I hear good news about this from time to time with increased activity.

To preemptively dismiss any claim that too much time has passed—besides the main point that Torah study (and its dissemination) in all its parts is not a mitzvah bound by time—Chai Elul is both the birthday and day of revelation of the Baal Shem Tov z"l. According to tradition in our Rebbe's family—from person to person up to the Alter Rebbe who spoke face-to-face with students of the Baal Shem Tov and his household.
