Va'ad Kfar Chabad, the general committee, the spiritual committee — may Hashem be upon them for life.

In response to your letters and to your previous correspondence from the 22nd of Tammuz and your questions:

a) It is understood and obvious that in addition to the specific buildings (the empty houses, vocational homes, and housing in Kfar Chabad) for which the general committee is responsible for advancing construction as quickly as possible and completing them — what I wrote about alacrity also applies to buildings being constructed by Yeshivas Tomchei Temimim, Beit Tikvah, etc. I did not mention this in my previous letter since these are being built by their respective administrations. Certainly, the village committee will assist them if asked for help; obviously they should not hinder these administrations from advancing construction. Fundraising and related matters (for Tomchei Temimim and Beit Tikvah) belong to their respective administrations since they already received general permission long ago from the Kfar Chabad committee. There is no need to elaborate on such an obvious matter.

b) Regarding your statement that there is supposedly a lack of resources concerning the above which delays construction — after checking here, this rumor is surprising; on the contrary! Surely you will inform me of the basis for this rumor.

c) Regarding your question about the authority of the spiritual committee — it is surprising there should be any doubt! As its name implies, it is a committee regarding the spiritual state of Kfar Chabad: improving and enhancing it. Even though unfortunately it has been a long time since you wrote about your activities in this area — still, lack of writing or perhaps even lack of action does not change their assigned role.

d) Regarding what was written about resignations — it is clear that this is not a solution or correction for any matter; rather it is fleeing from responsibility and retreating from fulfilling one's duty. There are only two valid reasons for resignation: either after having fully completed one's task so that there is no longer a need for a committee; or conversely, after having made every effort according to Shulchan Aruch with utmost diligence yet still not succeeding. Clearly both these conditions have not even begun to be met — so what would be gained by resigning?

e) Regarding an audit committee as well as details of how the general committee operates — I have already written several times that in such cases one should consider how similar settlements are run in Eretz HaKodesh. In general, following the saying of my father-in-law the Rebbe nasi doreinu: "Love criticism." It follows that an audit committee is desirable. However, based on current results of the general committee's work, they have succeeded more than all previous committees; nevertheless only G‑d is perfect so there is room for an audit committee.

As we stand in Menachem Av — whose name means "the Father comforts," our Father in Heaven comforts each one of His children (for you are sons to Hashem your G‑d), may it be His will that we see all this with our physical eyes: visible good — rebuilding instead of destruction; "ufaratzta yamah vakeidmah vatzafonah vanegbah" (you shall spread out westward and eastward and northward and southward) instead of exile between the straits; speedily in our days through Moshiach Tzidkeinu.

Summary

The Rebbe teaches that communal leadership requires diligence, unity among committees, openness to constructive criticism, and perseverance even when challenges arise. Resignation should never be an escape from responsibility but only considered when duties are truly fulfilled or every effort has been exhausted.
