במענה למכתבו מה' תמוז עם המצורף אליו, קוים ותכנית להקמת מרכז לחסידות.
והנה מובן שבכלל, כל ענין של התאחדות החרדים לדבר ה' בכלל ובהנוגע להפצת מעינות הבעש"ט ז"ל שהיא היא תורת החסידות בפרט, נכון ביותר, ואין צורך בכל אריכות וביאור בזה.
לאידך גיסא כפי שרואה הנני המצב, הקמת מרכז האמור בכדי שתהי' בהצלחה, צריכה להכנה בכמה שטחים ולכל לראש שכל השייכים ומשתדלים בזה יפעלו במרץ יותר גדול כל אחד בשטח שלו ובאופן דמוסיף והולך - שנוסף על תועלת הדבר וההכרח שלו הרי העבודה עצמה תוכיח לכל אחד מאלו גודל התועלת והאי אפשר בלא"ה של הקמת מרכז האמור, כי לצערי הנה מכמה טעמים שאין כאן המקום לבאר אותם, לא כל אחד יכיר בתועלת הענין, ואחדים גם ינגדו לזה וד"ל.
מפני השקפתי האמורה שעדיין כל הענין דורש הכנה מסודרה ולהמשך זמן די חשוב, אינני נכנס לפרטים ואופני המרכז אודותם כותב, כיון שאינו נוגע לפועל, אבל כמה נקודות מהתכנית דורשים שינוי מוחלטי ואחדים שאי אפשר בכלל להסכים עליהם אלא שכנ"ל לא הגיע הזמן לדון בהענין.
מתאים לתוכן כתבו ורוחו, תקותי חזקה שיש לו קביעות עתים בלימוד תורת החסידות בכל יום ובהוספה ביום הש"ק אשר קדש הוא לה' ובכל מקום שידו מגעת פועל הוא בכיוון האמור שהרי סו"ס המעשה הוא העיקר גם בשטח החסידות, חלק מתורתנו ולדעת את המעשה ה"ז ע"י הלימוד שקדמו שגדול תלמוד שמביא לידי מעשה.

In response to your letter from the 5th of Tammuz with its attachment—outlines and a plan for establishing a center for Chassidus. It is understood that in general, any matter of uniting those who are careful in the word of G‑d, especially regarding spreading the wellsprings of the Baal Shem Tov z"l—which is the essence of Chassidus—is most appropriate, and there is no need to elaborate on this.
On the other hand, as I see the situation, for the establishment of such a center to be successful, it requires preparation in several areas. First and foremost, all those involved must act with greater enthusiasm in their respective fields and in an ever-increasing manner—for aside from the benefit and necessity of this work itself, such activity will demonstrate to each person involved how great its benefit is and how impossible it would be without establishing such a center. Unfortunately, for various reasons which are not appropriate to detail here, not everyone will recognize its value; some may even oppose it—and that suffices.
Because of my aforementioned perspective—that the entire matter still requires organized preparation and considerable time—I am not entering into details or modes of operation about which you write since it is not yet practically relevant. However, several points in your plan require complete change, and some cannot be agreed upon at all; but as stated above—the time has not yet come to discuss these matters.
In line with your letter’s content and spirit, I strongly hope that you have set times for studying Chassidus every day and increase this on Shabbat—which is holy to G‑d—and that wherever possible you act accordingly. After all, ultimately action is most important even in matters of Chassidus—a part of our Torah—and knowing what to do comes through prior study, for "great is study because it leads to action."
