במענה למכתבו מיום הרביעי, בו שואל בדיני מילה.
והנה בכלל בשאלות למעשה יש לפנות לרב מורה הוראה אלא שעלי החובה והזכות להדגיש המבואר ומפורש בתורה שבכתב ושבע"פ אודות גודל ענין הכניסה לבריתו של אאע"ה שנכרת ע"ז י"ג בריתות שהם מכוונים כנגד י"ג מדות הרחמים, שמזה מובן וגם פשוט, שכל פרט בזה נוגע הן ברוחניות הנפש והן בעניני הגוף וכל המוסיף מוסיפין לו.
וידועים דברי רבנו הזקן בעל התניא (פוסק בנסתר דתורה) והשו"ע (פוסק בנגלה דתורה) אשר תחלת כניסת נפש זו הקדושה היא וכו' במצות מילה (יעוין בשו"ע שלו מהדו"ב סוף סי' ד') והמפורסמות אין צריכות ראי'.
בהזדמנות זו עלי עוד חוב קדוש וגם זכות לעוררו על ההכרח בקביעות עתים בלימוד פנימיות התורה אשר בדורנו נתגלתה בתורת החסידות, ובפרט על זה אשר השגחה עליונה זיכתו להכניס בני ישראל לבריתו של אברהם אבינו.

In response to your letter from Wednesday, in which you ask about the laws of milah. In general, for practical halachic questions one should turn to a Rav who is a halachic authority. However, it is both my duty and privilege to emphasize what is clearly explained in both the Written and Oral Torah regarding the greatness of entering into the covenant of our forefather Avraham—about which thirteen covenants were established, corresponding to the thirteen attributes of mercy. From this it is understood, and indeed obvious, that every detail in this matter affects both the spiritual soul and physical matters; and whoever adds [in care] is given additional merit.
The well-known words of our master, the Alter Rebbe (the decisor in the hidden dimension of Torah) and his Shulchan Aruch (the decisor in the revealed dimension), state that the beginning of entry for this holy soul is... with the mitzvah of milah (see his Shulchan Aruch, second edition, end of Siman 4). Well-known matters need no proof.
On this occasion I must also remind you—both as a sacred duty and privilege—of the necessity to establish fixed times for studying the inner dimension of Torah which has been revealed in our generation through Chassidus. This is especially important since Divine Providence has granted you the merit to bring Jewish children into the covenant of Avraham Avinu.
With honor and blessing for good news; in the words of my revered father-in-law, the Rebbe: "To receive the Torah with joy and inwardness."
Summary
The Rebbe teaches that while practical halachic questions must be directed to an expert Rav, one should appreciate both the spiritual and physical significance of milah. He encourages setting aside regular times for learning Chassidus, especially for those helping others enter this holy covenant.
