במענה למכתבו מג' שבט, בו כותב.
א) איך להסביר יסודות תורת חב"ד ועניני' לרבים.
מובן שקשה לבאר זה בביאור הדרוש במכתב, ועוד והוא העיקר שאין כל צורך בזה, שהרי כו"כ מאנ"ש נמצאים באה"ק ת"ו מתעסקים בהנ"ל זה כו"כ שנים, ויש להם נסיון ביחוד בהנוגע לביאור המתאים לאה"ק ת"ו לאישי' ותנאי', ואמרו חז"ל אין חכם כבעל נסיון, הם אנ"ש הנ"ל, אתם יתייעץ, ותשועה ברוב יועץ.
ב) באישור תעודת הסמיכה שלו ע"י הרבנות.
מובן שצריך לברר סיבת עכוב האישור עד עתה ובהתאם לזה למלאות החסר, ולהשתדל באישורה.
ג) נשען על תחלת מכתבו, שמשתייך לכת ולתנועת החסידים, תקותי חזקה שיש לו קביעות עתים בתורת החסידות וכן בהנוגע להדרכותי' ולהנהגותי', שהרי על כל חלק מתורתנו הק' תורת חיים, נאמר, שהלימוד צריך להיות מביא לידי מעשה, כי המעשה הוא העיקר, וכיון שלא רק נצטוינו על הלימוד אלא גם נצטוינו להעלות בקדש בטח מוסיף בלימוד הוא ובמילא מתוסף גם בהנוגע לפועל, שהרי ככל שיהי' המצב בעניני קדושה, תמיד יש מקום להוסיף עוד, כיון שקשורים בהקב"ה שהוא אין סופי.
בטח שמע משלשת השיעורים דחומש תהלים ותניא הידועים, ועכ"פ ישמור עליהם מכאן ולהבא, וכ"פ שמענו מכ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע, אשר יום ההילולא שלו הוא יו"ד שבט הבע"ל, אשר שוים הם לכל נפש וסגולה לכמה ענינים.

In response to your letter from the 3rd of Shevat, in which you write:
a) How to explain the foundations of Chabad teachings and its matters to the public. It is understood that it is difficult to explain this with the necessary detail in a letter, and more importantly, there is no need for this since many of Anash are in Eretz HaKodesh (may it be rebuilt and established) who have been involved in these matters for many years. They have particular experience regarding explanations suitable for Eretz HaKodesh and its people and conditions. As our Sages said: "There is no one as wise as one with experience." These are those Anash; consult with them, and salvation comes with many advisors.
b) Regarding the approval of your semicha certificate by the rabbinate. It is understood that you should clarify the reason for the delay in approval until now and accordingly fill what is lacking and work toward getting it approved.
c) Based on the beginning of your letter where you state that you belong to the group and movement of chassidim, I strongly hope that you have set times for studying Chassidus as well as following its guidance and practices. For regarding every part of our holy Torah—the Torah of life—it is said that learning must lead to action, because action is primary. Since we are not only commanded to learn but also to ascend in holiness, surely you increase your study and thereby also increase practical application. For whatever level one reaches in matters of holiness, there is always room to add more since they are connected with the Holy One Blessed Be He Who is infinite.
Surely you have heard about the three well-known daily study cycles—Chumash, Tehillim, and Tanya—and at least from now on will keep them consistently. As we have heard from my revered father-in-law the Rebbe zatzal (may his merit protect us), whose yahrzeit is on Yud Shevat approaching now: these are equal for every soul and a segulah for many matters.
