מיין ענטפער האט זיך פארהאלטן, ווייל איך האב געוועלט אויספארשן די מעגלעכקייטן צו געפינען א פאסנדן קאנדידאט. ליידער האט זיך נאך ביז איצט ניט געפונען אזא פערזאן וואס זאל זיין מער-ווייניק צוגעפאסט צו די באדינגונגען און פאדערונגען פון אייער קהלה, צוליב פארשידענע אומשטענדן. איך האב דעריבער באשלאסן ניט אפצוהאלטן מיין ענטפער לענגער, ווארום אפשר האט איר אנדערע וועגן ווי אזוי צו באקומען א פאסנדן קאנדידאט.
איך מוז אבער צוגעבן, אז אויב עס וועט נאך מוזן נעמען צייט ביז איר וועט באקומען א פאסנדן קאנדידאט, מוז מען אבער זען, אז די לעבנס-נויטווענדיקייטן פון דער קהלה זאלן אינצווישן ניט ליידן. איך מיין ספעציעל דעם חינוך על טהרת הקדש.
אונזערע חכמים, זכרונם לברכה, פארזיכערן אונז, אז דער אויבערשטער פאדערט לויט די מעגלעכקייטן זיי צו דערפילן. וויבאלד אז חינוך על טהרת הקדש איז פון די עלעמענטארסטע און העכסט נויטווענדיקע פליכטן, ווי אויך לימוד התורה בכלל אויך פאר דערוואקסענע און עלטערע, ליגט א הייליקער חוב אויף דער קהלה צו געפינען אין דער קהלה גופא עטלעכע פערזאנען וועלכע זאלן צוזאמען דערפילן די דערמאנטע פונקציעס, ביז דער צייט ווען עס וועט זיך געפינען דער פאסנדער קאנדידאט וואס זאל איבערנעמען אויף זיך די גאנצע פליכט. און, ווי געזאגט, וויבאלד אז דאס איז א לעבנס-נויטווענדיקע פליכט, וועט מען זיכער געפינען וועגן ווי זי צו דערפילן, אויב מען וועט מאכן די פאסנדע אנשטרענגונגען דערצו.
אין די איצטיקע טעג פון חודש אלול, חודש הרחמים, און דערנעענטערנדיק זיך צו ראש-השנה, איז צו האפן, אז אייער קהלה בכלל און יעדער איינער בפרט וועט דורכגעדרונגען ווערן מיט א געפיל פון התעוררות און גייסטיקע אויפלעבונג צו באפעסטיקן די יסודות פון חינוך הכשר, הרבצת התורה וקיום המצוות אין אייער קהלה.
איך האף אז איר וועט אינגיכן קענען אנזאגן די גוטע בשורה, אז איר זייט צוגעטראטן צו דער ארבעט און אז עס גייט מיט הצלחה.
איך ווינש אייך אלעמען בכלל און יעדן איינעם בפרט א כתיבה וחתימה טובה לשנה טובה ומתוקה בגשמיות וברוחניות גם יחד.

Shalom u'Vrachah!
I received your letter from 12 Menachem Av, in which you request that I send you a guide—preferably someone certified in halachic rulings—so that he will have the necessary authority to serve as a leader, etc. My response was delayed because I wanted to explore the possibilities of finding a suitable candidate.
Unfortunately, until now no person has been found who is more or less suited to the conditions and requirements of your kehillah due to various circumstances. Therefore, I have decided not to delay my response any longer, as perhaps you have other ways of obtaining a suitable candidate.
I must add that if it will still take time until you find a suitable candidate, it is essential that in the meantime the vital needs of the kehillah should not suffer. I especially mean education al taharas hakodesh (pure Torah education). Our Sages, of blessed memory, assure us that the Almighty demands only according to one's ability to fulfill. Since education al taharas hakodesh is among the most fundamental and absolutely necessary obligations—as is Torah study in general for adults and elders as well—the kehillah has a sacred duty to find within itself several individuals who can together fulfill these mentioned functions until such time as an appropriate candidate is found who will take on the entire responsibility.
And as stated above, since this is an absolutely vital obligation, surely ways will be found to fulfill it if proper efforts are made.
In these current days of Elul—the month of mercy—and as we approach Rosh Hashanah, it is hoped that your kehillah as a whole and each individual member will be inspired with a sense of awakening and spiritual renewal to strengthen the foundations of kosher education, spreading Torah learning and mitzvah observance within your community.
I hope you will soon be able to report good news—that you have undertaken this work and that it is proceeding successfully.
I wish all of you collectively and each one individually a kesivah vachasimah tovah for a good and sweet year both materially and spiritually together.
Summary
The Rebbe teaches that even when an ideal leader cannot be found immediately, communal responsibilities—especially pure Torah education—must not be neglected. The community should unite to fulfill these duties until proper leadership is secured.
