במענה למכתבו, בו שואל האם כדאי להשקיע מרץ בבנין מקוה חדשה.
ולפלא גם הספק בזה, בה בשעה שידוע גודל הענין וחשיבותו, וכמו ששמעתי כ"פ מכ"ק מו"ח אדמו"ר זצוקללה"ה נבג"מ זי"ע עד כמה הקפידו רבותנו נשיאינו, שיהיו השיפורים במדה הכי גדולה [ופשיטא שאין המדובר בשיפורים הנוגעים ע"פ דין, דמאי קמ"ל, כ"א הכוונה לשיפורים חיצונים אלו שמושכים את לב [...] דהאדם, ולאו מכללא איתמר אלא בפירוש איתמר מכ"ק מו"ח אדמו"ר, שלזה נתכוונו]. אלא שפשוט גם זה שצ"ל הבני' עם כל ההדורים גם ע"פ דין וכידוע דברי התשב"ץ שבמקוה צריכים לצאת ידי כל הדיעות בזה.
ויהי רצון שכיון שטהרה מביאה וכו' אלי' הנביא מבשר ביאת משיח צדקנו יקרב הענין הנ"ל הגאולה מכל ענינים המבלבלים להפצת היהדות המסורתית כפי הדרוש וכאו"א מאתנו בתכ"י יעשה בזה ככל התלוי בו, ובאופן דויגעת ובודאי תקוים ההבטחה דרז"ל ומצאת, וכמבואר באחת ההתועדות, הדיוק בתיבת ומצאת, שהתוצאות תהיינה שלא בערך יותר מאשר היגיעה עד שיכונו בשם מציאה, וק"ל.
נעם לי לקרות בסיום מכתבו אשר מסור בלו"נ למוסדות חב"ד אשר במחנם הט' ובודאי שגם בזה הרי יוסיף כהנה וכהנה מתאים לחשיבות הענין וערכו, ויהי רצון שגם בהשתדלותו בזה יהי' הענין דויגעת ומצאת וככל הפירוש דלעיל.

In response to your letter, in which you ask whether it is worthwhile to invest energy in building a new mikveh. It is surprising that there is even doubt about this, especially since the greatness and importance of the matter are well known. As I have heard many times from my revered father-in-law, the Rebbe, of blessed memory, how much our Rebbeim were particular that improvements be made to the greatest extent [and obviously this does not refer to improvements required by halachah—what would be the novelty in that? Rather, it refers to external enhancements that attract people's hearts... This was not stated by implication but explicitly by my revered father-in-law, the Rebbe—that this was their intention].
It is also clear that the construction must include all enhancements required by halachah as well. As is known from the words of the Tashbetz, regarding a mikveh one must satisfy all opinions in this matter.
May it be G‑d's will that since purity brings... Eliyahu HaNavi heralds the coming of Mashiach Tzidkeinu—this will hasten the above-mentioned matter: redemption from all things that disturb the spreading of traditional Judaism as required. And each one of us should do everything dependent on him in this matter diligently; certainly, the assurance of our Sages will be fulfilled: "u'Matzasa" (and you shall find), as explained at a farbrengen—the emphasis on "u'Matzasa," meaning that the results will be incomparably greater than the effort so that they are called a "find." That is sufficient.
I was pleased to read at the end of your letter that you are wholeheartedly dedicated to Chabad institutions in their camp number nine. Surely you will continue to add even more in accordance with the importance and value of this matter. May it be G‑d's will that also in your efforts here you experience "v'Yagata u'Matzasa" (you have toiled and found), as explained above.
