We acknowledge receipt of your letters from the 11th, 17th, 22nd, 23rd, and 24th of Sivan with their enclosures as well as the building plans.

Regarding your main question: as already stated in my previous letter, it is customary that the initial plan at the start of fundraising does not always obligate what is done later; what is actually carried out depends on the results of the actual fundraising. Therefore, the plan should initially be made in a way that seems best at the start of fundraising, and regarding implementation—according to the results of the campaign.

Of the plans received now, I prefer the one where the buildings are arranged in a 'bet' shape rather than all three buildings in a single row; however, it is understood that even here one must consider what is customary in Eretz HaKodesh and the impression on the public.

As for what you wrote about the nature of the external walls—this I already addressed in my previous letter. It is surprising to see such distraction over details like these when they will only be dealt with near completion of construction.
