במענה על מכתביהם מ: ה', י"ב, כ"ב, כ"ד, כ"ה טבת.
א. לפלא הדרישה לצמצם במספר תלמידים לבתה"ס למלאכה, בה בשעה שחסרים מקומות קליטה להנוער באה"ק ת"ו, ואפשר איזה טעם מיוחד יש בזה. ומובן אשר מצד הענינים דנר לאחד נר למאה, הנה כשמוסיפים בתלמידים אין זה אומר שבאותו הערך מתוספת ההוצאה. כן יש להביא בחשבון אשר בעוד איזה זמן בטח יתמעט ביותר מנין התלמידים המתאימים לבתי ספר כאלו, ולאידך גיסא יתרבה מספר המוסדות שיחפשו אחריהם ובמילא כל ההקדם בזה ישובח. מובן שבכ"ז אין זה ענין עקרוני להלחם עליו עד כו'.
ב. בהנוגע למשך זמני הלימודים השונים בבית הספר החקלאי, יש להשתדל, וכמו בביה"ס למלאכה, לסדר התכנית באופן: (א) שהתחלת היום תהי' בתפלה ובלמודי קודש, וכמו בתכנית שלהם; (ב) שזמני לימודי קודש יהיו עכ"פ מעט יותר מזמני לימודי חול, אם באפשרי...
בודאי מאז כתבם השתדלו לקלוט עוד תלמידים מתאימים לביה"ס החקלאי ואחכה לבשורות טובות גם בזה. המכתב נשלח דחוף ובטח יענו בהקדם ויה"ר שיסתיים כהנ"ל לטוב.

In response to your letters from the 5th, 12th, 22nd, 24th, and 25th of Teves:
A. It is surprising that there is a request to restrict the number of students for the vocational schools at a time when there is a lack of absorption places for youth in Eretz Yisrael. Perhaps there is some special reason for this. It is understood that regarding matters like "Ner leEchad Ner leMe'ah" (a candle for one is a candle for a hundred), when you increase students it does not mean that expenses increase proportionally. Also, one should consider that after some time the number of suitable students for such schools will surely decrease significantly, while on the other hand the number of institutions seeking them will increase; therefore, any advancement in this matter is praiseworthy. Of course, this is not an issue to fight over as a principle.
B. Regarding the duration of various study periods in the agricultural school: efforts should be made—just as in the vocational school—to arrange the schedule so that (a) the day begins with prayer and Torah study as in their program; (b) if possible, time devoted to Torah studies should be at least slightly more than that devoted to secular studies...
Surely since your letter you have tried to enroll more suitable students in the agricultural school and I await good news about this as well.
This letter was sent urgently and I am sure you will respond promptly. May it conclude as above for good.
