קבלתי מכתביו מה-12 לדצמבר וה-2 ליאנואר, וקראתי בקורת רוח אשר השתתף בסעודת מצוה די"ט כסלו, חג הגאולה, וביחוד כי נהנה ותודה לא-ל מצליח בעבודתו לעזרת המוסדות "אהלי יוסף יצחק ליובאוויטש" אשר במחנו ומדינתו. ואני תקוה אשר גם להבא תביא לו השתתפותו בעבודת הקדש זו שמחה רבה, ונשען על הבטחת השם יתברך ויתעלה מובטחני אשר יצליח בעבודתו הצלחה מוחשית גם בעיניו ממש.
על של עתה באתי לברכו בברכת מזל טוב לרגלי הבחרו בהנהלת ועד קהילת קדש דעיר קאזא, כפי אשר נודעתי בשמחה על ידי הרה"ג והרה"ח וו"ח אי"א נו"נ עוסק בצרכי ציבור באמונה וכו' מהו"ר שלמה שי' מתוסוב. ויהי רצון אשר התמנותו למשרת כבוד הנ"ל תהי' בשעה טובה ומוצלחת.
בטח שמע משיטת הבעל-שם, מייסד תורת החסידות, אשר כל הענינים המתרחשים בעולם למגדול ועד קטן, ואפילו בנוגע לדומם וצומח, באים בהשגחה פרטית מבורא עולם, וקל וחומר בנוגע ליהודים, ובפרט בענינים הקשורים בתורה ומצוות. ובכן צריך לראות בבחירתו להנהלת הקהלה שתי הוראות מלמעלה: א) הטילו עליו אחריות שהנהלת הקהלה תהי' מתאימה בדיוק לרוח ישראל סבא והתורה והמצוה. ב) נתנו לו כוחות מלמעלה שיוכל להוציא הדבר בפועל. ובשמעי שמעו הטוב בעבודתו עד עכשו, מובטחני שימלא תפקידו ברוח זה, והשי"ת יצליחו בעניניו הכלליים וגם בעניניו הפרטיים.

I received your letters from December 12 and January 2, and I read with satisfaction that you participated in the mitzvah meal of the 19th of Kislev, the Festival of Redemption. Especially pleasing is that you enjoyed it and, thank G‑d, are succeeding in your work assisting the "Oholei Yosef Yitzchak Lubavitch" institutions in your camp and country. I hope that your continued participation in this sacred work will bring you much joy, and relying on the assurance of Hashem may He be blessed and exalted, I am confident that you will succeed in your work with tangible results visible even to yourself.
At this time I have come to bless you with Mazal Tov upon your election to the leadership of the holy community council of Kazaa city, as I was happily informed by Haraha"g vavaha"ch vavac"h iy"a nu"n one who faithfully serves the public etc. Moreinu HaRav Shlomo Metusov.
May it be G‑d's will that your appointment to this honorable position should be at a good and successful time. Surely you have heard of the approach of the Baal Shem Tov, founder of Chassidus, that all events occurring in the world—from great to small—even regarding inanimate objects or plants—come through Divine Providence from the Creator of the world; how much more so concerning Jews, especially matters connected with Torah and mitzvos.
Therefore, you should see in your election to lead the community two directives from Above: (a) You have been given responsibility that the leadership of the community should precisely match the spirit of Israel Saba (our forefather Jacob), Torah, and mitzvah; (b) You have been given strength from Above to carry this out in practice.
Having heard your good reputation in your work until now, I am confident you will fulfill your role in this spirit, and may Hashem grant you success both in communal matters and also in your personal affairs.
