כיון שמקובל שחבר הכולל צריך להיות איש מבוגר, בעל תוקף, עומד על דעתו כשמחליט נפשו חשקה בתורה, ובמילא - בכל הקשור בזה יפעול בתוקף

Shalom u'Vrachah!
To the members of the kolel shiy'.
During my visit to the kolel today, I observed both positive aspects and their opposites. There is good material here that can succeed as a kolel in a wonderful way—provided it takes on the proper form...
It is generally accepted that a kolel member should be a mature person, strong-willed, standing firm in his decisions when his soul desires Torah. Consequently, in all related matters he will act with the necessary firmness and not require prodding or supervision standing over him to keep him motivated, etc.
If there are such individuals among you, then certainly they will gather together soon and choose from among themselves someone responsible from now on for organizing the study schedule, maintaining punctuality, cleanliness, etc., as our Sages instructed: "Set conditions beforehand." Naturally, they have permission to institute fines and similar measures.
If there are no such individuals—I have no complaints about this; just as one receives reward for doing so-and-so... The resolution of this uncertainty—whichever way it may go—should be reported promptly.
Summary
The Rebbe teaches that true success in Torah learning requires mature leadership and personal responsibility. When such individuals step up to organize and uphold standards within the group, collective growth is possible; otherwise, clarity about roles is still valuable.
