Regarding permitting bingo—it is understood that it is absolutely forbidden (even the Conservative movement has rejected and prohibited this).
This is an answer to Moreinu HaRav Shmuel Pesach Bogomilski concerning his letter dated 18 Shevat 5725, in which he asked whether to permit playing bingo in the synagogue. Additional letters to him can be found above, 8 Tishrei 5725, and as referenced in the notes there.
Summary
The Rebbe writes unequivocally that playing bingo in a synagogue is forbidden, emphasizing that even non-Orthodox authorities have prohibited it. Matters of holiness must be preserved with utmost respect.
